P. Section 17455F currently reads: Illuminated signs are permitted subject to the following conditions: (1) No sign shall be intermittently illuminated, internally illuminated nor of a traveling light, animated or flashing light type. No exposed neon-type signs shall be permittedin the Town of Mashpee. (2) Sign illumination is permitted only between the hours of 7:00 a.m. and 11:00 p.m., except that the signs of commercial or industrial establishments may be illuminated during any hours that these establishments are open to the pub�lic or in operation. Illuminated signs on public buildings and land are exempt from this provision. 1. By revising Section 174-55F(l) to read as follows: (1) No sign shall be intermittently illuminated, nor of a traveling light, animated or flashing light type.. No internally lit signs shall be allowed, except as provided in subsections (2)(b), (c) and (d) below. Explanation: As proposed limited use of internal illuminated signs will be provided for, per requirements outlined in changes to Section 174-55F(2). The deletion of the neon sign clause is to provide for limited neon sign use as outlined in Section 174-55F(2). 11. By moving the text of existing Section 174-55F(2) to Section 174-55F(3) and replacing Section 174-55F(2) with the following: (2) Signs shall be illuminated in the following manner: a) externally illuminated. b) with a wall-mounted back-lit lettering sign. c) freestanding and buildings signs with their letters, internally lit not to 0 0 exceed one hundred (100) lumens at eight (8) feet in all directions. In no case shall more than 3�3�% of the sign be lit internally. In addition, any 'Internally lit lettering sign shall require D�es,ign Review comment and review and a Special Permit by the Board of Appeals. d) Two neon signs shall be allowed per premises. The size of each neon sign shall not exceed six (6) square feet, or 25% of the window area, whichever is less. Explanation: This proposed rewritten section outlines the allowed methods of lighting for the Town of Mas,hpee's C and I zones. The Sign By-,law Review Committee found that externally lit signs can be hazardous to passing traffic. New methods of lighting are in. existence that did not exist when Mashpee's sign article was originally written. An example of a wall-mounted back lit lettering sign is the Stop and Shop building sign. Regarding the internally lit letter provision: the Committee did not want the Mobil type of externally lit sign with a white, plain background, what emerged was a compromise. The Committee also found that neon signs can provide businesses with a method of letting their customers know that they are open during day. Q. Section 174-55G currently reads: Illumination.
