Mr. Balzarini said that he inquired earlier of the Town Planner what his thoughts were in <br /> awarding the contract. Since the Town Planner will be working closely with the candidate, he <br /> felt it would be important to have the decision of the Board supported by the Town Planner. Mr. <br /> Phelan felt very comfortable and impressed with Mr. Pesce's responses regarding site issues and <br /> challenges. He felt that Mr. Pesce's responses would be comparable to the manner in which the <br /> former Town Engineer, Mr. Rowley would handle these situations. <br /> MOTION: Ms. Waygan made a motion to find the proposal presented by Mr. Ed Pesce as <br /> highly recommended and to award the contract to him. Mr. Callahan seconded the <br /> motion. Roll call vote: Mr. Balzarini-yes; Ms. Waygan-yes; Mr. Callahan-yes; Mr. <br /> Fulone-yes; Mr. Hansen-yes; Chairman Phelan-yes <br /> Mr. Balzarini followed the vote with a question asking if Mr. Pesce had accepted the payment <br /> schedule. Mr. Phelan indicated to Mr. Balzarini that the manner in which the fees are handled <br /> has been changed. Mr. Lehrer clarified the new process that will commence. He explained that <br /> upon receipt of a Special Permit or Application, Mr. Lehrer will transmit all documents to the <br /> consultant and request a cost estimate to be submitted of the peer review to the Board and to the <br /> applicant. The applicant will then provide a check for the estimated amount to the Town who <br /> will then deposit the funds with the Treasurer to be held in an escrow account. Upon the <br /> completion of the review, we will be invoiced and will pay the consultant out of the funds being <br /> held in escrow. <br /> Ms. Waygan asked if Mr. Lehrer wanted to collect the evaluation sheets. He responded if anyone <br /> had taken notes he would like to keep this information for his files. Mr. Lehrer noted that next <br /> he would have to get Town Counsel involved as well as the Town Manager in drawing up an <br /> appropriate contract for the award and hopes to have this settled within a number of weeks. <br /> OLD BUSINESS <br /> No discussion or topics were offered by Mr. Phelan or the Board. <br /> CHAIRMAN'S REPORT <br /> Thank You to Former Consulting Engineer Charles Rowley and Presentation of Gift <br /> A special thank you was extended to Charles Rowley, former Town Engineer. A plaque was <br /> presented to Mr. Rowley in recognition of his service, expertise and friendship to the Town of <br /> Mashpee for 40 years. Mr. Rowley was appreciative and offered to assist the new Town <br /> Engineer with any ongoing projects and offered to assist in any way that he can. He was <br /> thankful for all of the support received over the many years that he has served the Town. <br /> TOWN PLANNER REPORT <br /> Housing Choices Briefing by the Baker-Polito Administration <br /> Mr. Lehrer reported on a webinar he attended regarding the economic development bill and the <br /> housing choice provisions contained in the bill. He has not yet put anything in writing but <br /> wanted to share some highlights. He emailed a link to the webinar earlier in the day to the Board <br /> 5 <br />
