12 <br /> Board of Selectmen <br /> Minutes <br /> March 8, 2021 <br /> Discussion of and Approval of Adding Articles to the May 3, 2021 Special and Annual Town Meeting Warrant: <br /> Proposed articles: Placement of Pump Station on Mashpee Neck Road; Alternative Site: Not required. <br /> Flow Neutral Bylaw: <br /> Motion made by Selectman Sherman to include and recommend the Flow Neutral Bylaw on the warrant. <br /> Motion seconded by Selectman Gottlieb. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Cotton, yes Selectman O'Hara,yes Selectman Sherman, yes <br /> Selectman Gottlieb, yes Selectman Weeden, yes Opposed, none <br /> It was noted the Flow Neutral Bylaw is a requirement of the Clean Water State Revolving Fund to obtain a <br /> 0% interest loan. If the proposed Bylaw does not pass, a 2% interest would be assessed on the overall cost <br /> of Phase I. An average homeowner would be required to pay an additional $50 yearly if the assessment was <br /> 2%. <br /> A brief discussion followed regarding the mandates of the Bylaw. It was noted that any structure, legally in <br /> existence as of July 1, 2015, regardless of its flow, may by right maintain that flow or number of bedrooms. <br /> A single existing family residence on parcels over 40,000 square feet may increase the number of bedrooms <br /> to (1) bedroom per 10,000 square feet of lot area by right. <br /> LIAISON REPORTS <br /> Town Seal Committee: <br /> The Town Seal Committee is accepting letters of interest for graphic design and a survey will be posted on <br /> the Town's website on March 15th for 30 days. Interested applicants may contact the Town Manager's <br /> Office. Bids can be obtained at the Town of Mashpee website: www.mq goy. <br /> TOWN MANAGER UPDATES <br /> The Transfer Station will be closed on Wednesday April 7, 2021. This is a one day closure to replace <br /> underground piping. The project is CIP funded. <br /> As per the Mashpee Fire Department it was reported the establishment located at 100 Great Neck Road is in <br /> violation due to faulty sprinkler systems. A stop work order has been posted and the property is on 24-hour <br /> watch to protect the tenants until the building is properly remedied. Other code violations are likely to <br /> occur. The Board of Health is also apprised of this matter. <br />
