10 <br /> Community Preservation Committee <br /> Minutes <br /> January 14, 2021 <br /> COMMUNICATIONS & CORRESPONDENCE <br /> Update Housing Assistance Program II: <br /> After receiving notice from the Mashpee Housing Authority (MHA) of their intent to terminate <br /> the Housing Assistance Program II due to the financial loss in administering the program, the <br /> remaining funds reverted to the Affordable Housing Trust(AHT). <br /> In accordance with the recommendation of the CPC and a vote of authorization from the May <br /> 2019 Special Town Meeting, funds for the Housing Assistance Program 11 shall be held and <br /> expended by the Affordable Housing Trust. Town Counsel re-affirmed the balance of the funds <br /> from the MHA would be returned to the AHT for disbursement. <br /> A portion of the balance, $75,000 was allocated to the Town of Mashpee Human Services <br /> Department to administer the Housing Assistance Program II under similar guidelines. <br /> It was noted that conversations were initiated with the Housing Assistance Corporation(HAC) <br /> and an RFP was considered. The Human Services Department expressed an interest in this <br /> service and the pilot program is now internalized at no additional cost and without delays. The <br /> success of the program will be monitored. If it is thus required the project would go out to bid. <br /> NEW BUSINESS <br /> Review and Approval of Articles for Inclusion in the 2021 May Town Meeting Warrant:_ <br /> The Community Preservation Committee reviewed the articles proposed for the May 2021 <br /> Annual and Special Town Meeting warrants. The following action was taken; <br /> Article: Annual article proposed to vote the 10%Budgeted for Appropriation Reserves; $32,620 <br /> to the respective reserve categories identified as Open Space/Recreation, Historic Purposes, and <br /> Affordable Housing Purposes. <br /> Motion made by Mr. Larkin to approve and recommend the Special Town Meeting Article <br /> to appropriate the 10% Budgeted for Appropriation Reserves as identified. <br /> Motion seconded by Ms. Barbee. <br /> VOTE: Unanimous. 9-0. <br /> Roll Call Vote: <br /> Mr. Gottlieb,yes Mrs. Thayer, yes Mr. Hyde, yes Mr.Halpern, yes <br /> Mr. Larkin,yes Ms.Waygan,yes Mr. Harsch, yes Mr. Smith,yes <br /> Ms. Barbee,yes Opposed, none <br />
