This is not one store going in, this has a dozen subjects and impacts to
consider. Traffic, housing, commercial space, height... Just two minutes? If you're going to do that it
should be two minutes per subject. She likes the Town Hall workshop that would allow for the extra
time. We are going to have a public hearing about a grocery store soon, you wait and see how much
will be said.
Mr. Balzarini would like to allow more time than 2 minutes, maybe 4 minutes. If there is a lot of
repetition then it can be dealt with.
Ms. Waygan doesn't mind when people repeat comments. She likes to know how many people in the
room feel the same way.She is going to ask the Board members to please not interrupt her while she is
speaking.
Mr. Fulone asks everyone to allow members to speak without interruption, also people in attendance.
As stated in guidelines, outbursts, clapping, and talking over, or hissing is not allowed. It's not
appropriate. There are other ways to find out if people feel similarly.
Mr. Phelan suggests that if people have questions it is beneficial for them to submit prior to allow a
formulated answer to be produced.
Ms. Waygan also noted that during public hearings those questions have to be acknowledged and
addressed. Going forward, written comments should be acknowledged and either read or summarized.
Mr. Fulone will add please be respectful of everyone's time, it would be great if you could limit it to two
minutes but he will leave it open ended. He would like to formalize these guidelines and load them on
the website so people understand and we can start to have a dialogue.
Ms. Waygan asked (kind of jokingly) when the Planning Board will have the first Town Hall.
TOWN PLANNER REPORT
Mashpee build out analysis and implications
Mr. Lehrer thanked the Board fortheir patience while he worked on this build out. He wants to highlight
some key points, first he gave an overview and methodology for the buildout analysis. Solely on
Mashpee database looking at parcel size, each R5 and R3 zoning, omitting protected open space,
basically anything not developable was removed. This boiled down to parcels of sub-dividable size,
twice minimum area, 80,000 s.f. in R5 and 40,000 s.f. in R3, we are left with a small subset of parcels.
The parcels broken down by districts, are represented by purple, pink, yellow, and orange. Purple - R5,
Yellow- R3, Orange—C1, and Pink -C3. We are mainly going to focus on purple and yellow.
Ms. Waygan asked if the colored parcels whether purple, red, or yellow, those are the ones that are not
developed on currently or are restricted right now.
Mr. Lehrer also noted there are some smaller parcels, and some of those are not vacant, it could be
five acres with a house. The purpose was to highlight where the Town is in terms of the buildout with
8
