16 Great Neck Road North <br />Mashpee, Massachusetts 02649 <br />Warrant Article_ <br />To add new section 174-45.7: Solar Energy Systems to the Mashpee Zoning Bylaws (proposed <br />solar overlay) <br />Mr. Lehrer wanted to inform the Board that the purpose for taking this article first is because this is <br />the primary article. If the recommendation is one way or the other, the other articles need to be <br />approved to make this one function. It would only make sense to review the merits of this article <br />because the others are administrative to ensure it's functional within the zoning bylaw itself. <br />Mr. Balzarini asked if this was drafted by a private person that got enough signatures to get it <br />petitioned. He does not see the Town getting any benefits from this. He referenced other Towns like <br />Falmouth receiving deeded conservation land. We are not getting anything from this developer, not <br />even some electricity. He wants to look at this a little better, to get something for it. <br />Mr. Lehrer knows other towns are contemplating the end of life of the panels. The articles submitted <br />are silent as far as what happens to the panels at the end of life. In terms of public benefit, there <br />were recent amendments from the Department of Revenue that allows developers of solar to enter <br />more lucrative payments in lieu of tax structures. They are difficult to assess taxes for. New <br />regulations relative to pilots are advantageous but noted to the comment as to what happens at the <br />end use of life of the panel. <br />Mr. Balzarini thought they could have some land to build affordable housing. He feels like they <br />should get something if they are putting forth a new zoning article. <br />Ms. Waygan said this has been before the Board prior in different forms. She wants to reserve her <br />comments until after Public Comment. <br />Attorney Robert Mills approached the podium and is representing his client, the proponent of the <br />articles, NextGrid. He is present with their Director of Land Development, Daniel Server. These <br />gentlemen are not the signatories of the petition. NextGrid will be the ones to own, develop, and <br />benefit from the zoning articles. <br />Ms. Waygan is asking if any of the ten signers are here tonight. <br />Mr. Mills said they are not, and they are not represented, but he submitted the articles and gathered <br />the signatures for his client. He is here to answer questions relating to zoning itself and Mr. Server <br />is prepared to answer questions after his presentation. This is the meat of the five articles, really 6, <br />but one is a standalone that doesn't relate to Solar Overlay District. If there are no questions <br />specifically related to Solar Energy Systems Overlay District Warrant Article, he can turn it over to <br />Mr. Server. <br />Mr. Hansen saw this notice submission online and noted there are a number of building lots defined <br />on the perimeter of the property. Will they be consumed in the solar farm? <br />
