K3 <br />Board of Selectmen <br />Minutes <br />September 27, 2021 <br />Public Comment: (continued) <br />On behalf of the Historical Commission Ava Costello invited the Board of Selectmen and community to <br />join together on Indigenous Peoples Day on October 11, 2021 at the Mashpee Community Park. During <br />the hours of 11:00 a.m. to 2:00 p.m. the Mashpee Archives and the Open Room Schoolhouse will be <br />open to the public. <br />This year the Historical Commission will grant (2) Historic Preservation awards. It was announced that <br />Ramona Peters would receive the 2019 award for Native Nature Conservancy efforts to preserve the three <br />islands on Mashpee-Wakeby Pond, Rosemary Burns Love will receive the 2020 award for her <br />preservation efforts including the Centennial Celebration of the Town of Mashpee. <br />Richard Cook offered comment on Trout Pond stating this is a very environmentally sensitive area and <br />should be considered during review of the proposed expansion of Mashpee Commons. And, the Town <br />should be looking at this man-made pond with respect to the dam and the Mashpee River. <br />Public Hearing: Plan of Reorganization (dated September 13, 2021) — Administrative Code III, <br />Establishment of Department of Wastewater Management, Adoption of Organizational Chart: <br />Town Manager Rodney Collins: <br />The Board of Selectmen opened the Public Hearing pursuant to the provisions of the Mashpee Home <br />Rule Charter, Article V, Section 5-1(b), the Town Manager has adopted a Reorganization Plan for the <br />orderly, efficient and convenient conduct of the business of the Town. The Reorganization Plan creates a <br />new Department of Wastewater Management which shall be charged with the supervision and operation <br />of all public wastewater collection, treatment and disposal facilities under the direction and oversight of <br />the Town Engineer, who shall be appointed by and report to the Town Manager. <br />Town Manager Rodney C. Collins indicated as the Town moves forward with Phase I of its Clean Water <br />Plan, there is a need for a Wastewater Management Department to oversee the process. The <br />Administrative Code III as presented would reclassify the Town Engineer as the Wastewater <br />Management Department Head. <br />The proposed organization will implement an updated Administrative Code consistent with plans <br />approved in October 2008 (Article 13) with a new Department Head (Town Engineer) responsible for <br />overseeing the newly established Wastewater Management Department. <br />Article 3 of the October 18, 2021 Annual Town Meeting warrant as presented would create the <br />Wastewater Management Department. This action is consistent with mandates of the Town Charter. <br />Being no additional comment, the Board motioned as follows; <br />Motion made by Selectman Gottlieb to close the Public Hearing. <br />Motion seconded by Selectman O'Hara. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Sherman, yes Selectman Weeden, yes Selectman Gottlieb, yes <br />Selectman Cotton, yes Selectman O'Hara, yes Opposed, none <br />
