15 <br /> Town ofMashpee <br /> t41 A� 16 C"ecz�J't�ecn pwa �1Yui'iit <br /> PY <br /> 9 13faslipee,IYlassacliusetts 02649 <br /> 3�e&V <br /> x <br /> Al <br /> IS <br /> MEMORANDUM <br /> To: Jonathan Furbush, Chairman, Board of Appeals <br /> From: Jack Phelan, Chairman, Planning Board `' "i <br /> Date: November 4, 2020 " <br /> _ d> d Chter 49B t +ttr�tt„ " <br /> At its meeting of November 4, 2020 the Planning Board discussed the petition of <br /> Preservation of Affordable Housing LLC requesting a Comprehensive Permit under <br /> M.G.L.Chapter 40B, §§20-23 and 760 CMR 56.00 to construct thirty nine (39)low <br /> income housing rental units on property located in an R-3 Zoning District, Parcel A: Map <br /> 93 Parcel 6-0, Parcel B: Map 93 Parcel 7-0, and Parcel C:Map 94 Parcel 7-0. <br /> The applicant requested eleven (11) waivers from the Board of Appeals Comprehensive <br /> Permit Rules,The Planning Board found no issues with those requests. <br /> The applicant also requested twelve (12) waivers from the Mashpee Zoning Bylaw, The <br /> Planning Board raised some concerns with regard to the following waiver requests and <br /> suggests that the Board of Appeals consider the following comments as voted on by the <br /> Planning Board: <br /> §174-23—The Planning Board does not support this waiver request and asks the <br /> Board of Appeals to require the petitioner post a performance bond for erosion <br /> and street right of way damages. <br /> §174-41 Parking Lot Design—The Planning Board requests the petitioner provide <br /> the Board of Appeals with the actual ratio of natural or landscaped area to paved <br /> area proposed. The Planning Board requests that the applicant comply with this <br /> provision if possible. If not possible, the petitioner should be required to get as <br /> close to a 1:5 ratio as is practicable. <br /> Lastly, the Planning Board requests the Board of Appeals include the following as <br /> conditions: <br /> • Central Air Conditioning should be provided to all units within the proposed <br /> development. <br /> • Any mechanical systems, whether on the ground or on the roof, should be <br /> concealed by landscaping and/or architectural features. <br />
