When you have a rental project with 25% <br />affordable, all units go on the SHI inventory. For home ownership, it is requiring 50% affordable, which <br />is the highest she has ever seen. They can't prohibit home ownership under zoning. <br />Mr. Lehrer said it is reflective of the need. He read this letter <br />intently when he first got it. He read it numerous times. When you get letters like this he first says to <br />himself, where are the supporting documents? There are some disturbing items he is concerned about. <br />If even some of this is true, it puts a damper on this Board. He then goes on to ask Ms. Waygan <br />directly, "Did you conduct tours at Mashpee Commons? Did you conduct tours on or around the 19th of <br />September? Did you create letters and have your constituents hand them into the paper?" You would <br />remember if you did it, whether it's recent or previously. Writing form letters, do you think that's <br />allowed? <br />Ms. Waygan apologizes for leaving the room. She meets with her constituents, she doesn't meet with <br />applicants. She hasn't read the letter as she got it for the first time just at this meeting. She meets with <br />her constituents. She talks to her constituents. In regards to the letters, she doesn't remember. She <br />meets with her constituents. That's allowed. She went on to ask Mr. Phelan if he talks to people outside <br />of this room about Planning Board materials. <br />Mr. Phelan clarified he talks to people outside of this room about the Town. He does not provide letters <br />for them to project his own opinion to provide to the paper. He implores any resident in Town to go on <br />the website and download this letter to read, if even half of it is true, it raises some serious concerns <br />about this Board's ability to make an impartial decision. This will be vetted out and reviewed and they <br />have assigned someone to review it. He has serious concerns. <br />Ms. Waygan thanked him and will take it under advisement. <br />Mr. Callahan has a question about meetings with the Enterprise. <br />
