16 Great Neck Road North <br />Mashpee, Massachusetts 02649 <br />are creating a divisive Community. She acts with a complete ignorance and disregard for State Law <br />and without a sense of ethical obligation. In Ms. Kilpatrick's letter to Town Counsel she respectfully <br />requests that Town Counsel take action to confirm the training and retraining of the current Planning <br />Board members, and immediately requests the resignation of Mary Waygan. Additionally, she <br />respectfully requests that measures which may be offered in the Town Charter allow the Town Manager <br />to appoint new Planning Board members. She ask that the Select Board, Town Manager, and Town <br />Counsel consider recreating a new Planning Board comprised of appointed qualified individuals with set <br />terms for performance and evaluation. <br />Tonight, Ms. Kilpatrick is asking the Planning Board to censure Mary Waygan for her many <br />inappropriate actions and elaborate misdeeds, including taking a vote indicating no confidence in her <br />ability to continue as a member of the Planning Board. Simultaneously, she ask Ms. Waygan to resign <br />from the Board immediately and allow the Community to move forward in a more transparent and <br />positive direction. <br />Mr. Fulone thanked her. He noted it is unclear to him what his legal obligations are. <br />Mr. Phelan would like to add this item to the agenda, under additional topics not reasonably anticipated <br />by the Chair, to discuss this letter in depth later in the meeting. <br />MOTION: <br />Mr. Phelan makes a motion to add this item to the agenda under Additional Topics to be <br />discussed later in the meeting. Seconded by Mr. Callahan. All in favor. <br />Mr. Balzarini and Ms. Waygan were not in the room during this vote. <br />Chairman Fulone wants to move on to New Business. <br />Mr. Lehrer stated there are two administrative matters that will require the signatures of the members <br />that left the room. He is asking if he should retrieve them so they can rejoin the meeting. <br />Ms. Waygan entered the room stating she would like to do Public Comment. She came here tonight to <br />ask the Chair to start fresh and new. Carol Sherman, the Chair of the Select Board, asked the Planning <br />Board to do that. People get to speak during Public Comment but Chairman has never allowed people <br />to speak in such a way before. That is what she is taking offense to. <br />Mr. Fulone states that is not true. He has allowed people to speak. <br />Ms. Waygan states but never for that long. <br />Mr. Balzarini echoed never for that long. <br />Chairman thought the comments were serious enough where they should be heard. <br />4 <br />
