YIRGILIO, DIRECTOR, D.P.W. <br /> DATE: FEBRUARY 21/89 <br /> SUBJECT: ' GREENBRIAR/M=ANSE& REALTY TRUST ' <br /> I am informing you of two .projects that I have reviewed which would increase <br /> the traffic load on Old Barnstable Rd. Unfortunately people do not understand <br /> that the reconstruction of Old Barnstable Rd. is actually very minor. <br /> It is true that we are removing some trees and widening the existing surface a <br /> of the roadway width. However, we have very limited room in which to work. <br /> Curves will not be straightened out; just the curse of the curves will be <br /> removed. The work we will be doing will be done withing limitations due to <br /> the narrow layout of the road. Improvements will not cause increased speed <br /> nor will it handle increase 'in traffic. <br /> With regard to the proposed signalization on Route 151 and Old Barnstable Rd., �•; <br /> ;.: <br /> upon the 500th building permit, who's to say that the developer doesn't get ' ' � • <br /> toynumber 499 and stop building. <br /> Let me define Turner Rd. as described under " ubiic way". <br /> p y A public way means <br /> that the public has the right to walk, drive, or horse cart over this area. <br /> The roadway is not a roadway unless and/or until it is built to proper speci— <br /> fications. Prior to that completion, it is known as a "cartway", which <br /> means that the public may have use of the roadway. The term "public way" does <br /> not mean that the taxpayers own it or are responsible for it. <br /> Never having been given official notice by the developers, I had to search for i <br /> the information on this project. After careful review, I would have to advise <br /> you that even after reconstruction of Old Barnstable Rd., this road will still t <br /> be inadequate to handle the increased traffic from these developments. <br /> Please keep me advised. <br /> t <br /> ESV/nec ' <br /> • 5 <br />
