MASHPEE ZONING BOARD OF APPEALS <br /> DECISION FOR A VARIANCE <br /> Triple M Management Company, LLC <br /> 29 Echo Road(Map 19 Parcel 3-9) <br /> Mashpee, MA 02649 <br /> V-2015-34 <br /> Mr. Gildea provided the Board with a detailed application, including site and floor <br /> plans, elevation plans, lighting plans, and a drainage report. The proposal is to construct a <br /> 1,500 sq. ft. metal building and an 8'x8' detached security booth on a lot that consists of <br /> approximately 40,910 sq. ft. situated in an industrial zone (I-1). When the proposed <br /> operation begins there will be seven employees on site, two of those will be security <br /> personnel.The facility will be open limited hours, and patients will be seen by appointment <br /> only, with fifteen appointments anticipated per day, and will eventually be open six days a <br /> week. Atty. Gildea stated that there should not be any issues in respect with traffic due to <br /> the above noted limitations and the fact that this will be one of two facilities that will be <br /> licensed imminently on Cape Cod. <br /> In addition to the on-site staff, the applicant has a director of security who is a <br /> retired State police officer and has met with Town officials and reviewed the security plans. <br /> There is a chief operating officer, a compliance officer, and a medical director. The project <br /> has been specifically designed from the perspective of safety. The applicant has provided <br /> a detailed security plan that has been reviewed and approved by the Mashpee Police <br /> Department. <br /> The plan depicted a wire fence surrounding the entire property, and a more secure <br /> fence on the inside of the property.There will be a security booth that will be manned when <br /> the facility is open which has been designed such that when patients drive up,their car will <br /> be checked at the security gate, and will need to provide their authenticated documents or <br /> the armed gate will not open.There are designated separate parking areas for the employees <br /> and patients for safety purposes. The property is somewhat void of landscaping because <br /> State regulations require there be a distance of 50 feet of any entrance or any parking spaces <br /> so someone cannot hide behind landscaping and surprise patients or employees. <br /> The proposed project meets and exceeds all of the front, side and rear setbacks with <br /> the exception of the 8' x 8' security booth, for which a front setback variance is requested. <br /> The floor plans of the dispensary building are designed to comply with all Town and State <br /> regulations. Inside the building there are segregated areas for the product. There is a <br /> secured patient waiting area with a security guard at the front desk who will check people's <br /> credentials. There will be no overnight storage of product or money, and, if this <br /> circumstance changes,the applicant will have to return to the Board of Selectmen to discuss <br /> any proposed changes. <br /> Mr. Herlihy addressed the Board and said that a patient spends about 30 minutes in <br /> the facility for an initial consultation and subsequent visits are usually less than 10 minutes <br /> long. The population who qualify for medical marijuana is roughly 2% of the Cape's <br /> population.There will be no treatments administered onsite at the facility. The patients will <br /> take their prescriptions home. <br /> 2 <br />
