Mr. Fudala shared images of the <br /> changing coastline, noting that the greatest concern was sea level fise combined with high tide and <br /> storms and the resulting loss of shoreline. Mr. 'ni inquired about global warmmg and it was <br /> noted that global warmmg accelerated the sea level rise. over the last 50 years, there had been a <br /> change of 2.6mm per year, are increase from 0.7. Mr. Fudala also discussed sediment vansport and <br /> longshore current. There was also discussion about sand grain size and its impact. Mr. Fudala <br /> noted that adaptation was needed and an effort not to build homes in affected areas, in order t <br /> address the impacts,of sea level rise. Mr. Koohariran referenced the challenges associated with the <br /> rapid changes, and agreed with the need to consider planning. Ilrir. Fudala highlighted concerns <br /> about sea level rise and its relation to Cape Cod to include, land that was sinking,global warming <br /> that had been expanding the water and glaciers melting more rapidly than vqmcted. Mr..Fudala <br /> indicated that sea level rise would be reflected in the new flood/"risk reaps"that will be released. <br /> Mr. Fudala referenced an article included in the packet and the importance of planning with no <br /> adverse impact and regulating along the coast in order to protect public safety. There was <br /> discussion regarding the feasibility of re-building areas susceptible to stern and the burden to <br /> taxpayers. A Climate Adaption Training will take place on April 24-26 and the Ping Board <br /> would pay for any member interested in attending. Nor. I ooharian expressed interest in attending. <br /> Adopted 1993 Goals,Objectives PoUcies& Action Plan-The Planning Board reviewed <br /> the document, begging with the suggested u LCP Goals beginning at the bottom of page 1. <br /> Planning Board members agreed with Goals 1 and 2. Regarding Goal 3, 1 1r. Rowley recommended <br /> that 99coastal zone'' be defined. Mr. Fudala indicted#.hat dal 3 was modified to reflect the Cape <br /> Cod Commission's Goal CR . There was agreement on Goals 4 and 5. <br /> Regarding the objectives, Board members were in agreement with A through D. 11r. Fudala stated <br /> that Objective B hard been already been developed so it was changed to`"maintained." In Obiwive <br /> G, 1r1r. Fudala added text regarding the movement of wetlands and sea level rise. Mr. Rowley <br /> stated that site conditions would be similar to that of septic requirements, given a typical house <br /> expectancy of 70 years. Mr. Rowley anted that there would be diffaent impacts-in different <br /> locations. There was agreement among Board members for Objectives E to G and H to M. <br /> Regarding objective Q, Mr. Rowley indicated that all banks would not function in the same way <br /> and expressed concern about the calculation of the erosion rate due to varied functions and <br /> suggested that language ensum consistency. Mr. Fudala stated that the 10 1a was based on the <br /> Wetlands Act. There was consensus of the Board for objectives N to Q and R to W. <br /> The Board-reviewed Policy l and the suggested Policy l Revision. Mr.Rowley suggested that <br /> there may be challenges associated with "plus one foot,'which may then req tr{e a mounded system <br /> and could impact a small property or the adjacent properties due to grading. There was discussion <br /> about sub-standard versus failed systems and changing use or new use. Mr. Rowley also questioned <br /> the removal of structural components of failed systems from -Zones if the entire lot was in the V- <br /> Z ne, particularly if the homeowner had a right to upgrade the system.. Mr. Rowley recommended <br /> that different language be used and lair. Fudala noted that it was the same lame that was used in <br /> the Regional Policy. Mr. Rowley explained thaot sometimes the tank would be crushed or filled, but <br /> not removed from the property. The Chair requested greater clarification of the policy or to remove <br /> the statement in question. 'here was not a oonsensusfor Policy 1, it was determined that the <br /> policies would be considered at the next meetin& Mr. Petersen suggested waiting for the new <br /> FEMA naps prior to changes. <br />
