r <br /> Cape Cod Commission DCPC Guidance Document I go <br /> This guidance document should be read 'ran-conjunction with DCPC regulations. Its purpose is to <br /> clarify the procedure for noininating and designating Districts of Critical Planning Concern. . <br /> What is a DCPD <br /> District of Critical Planning Concern (DCPQ is an area of critical value to Barnstable County - <br /> which mint be preserved or maintained due to one or more of the following factors: <br /> 1. the presence of significant natural coastal.scientific, cultural,architectural, archaeological, <br /> historic, economic or recreational resources or values of regional, state-wide or national <br /> significance; or <br /> . the presence ofsubstantial areas of sensitive ecological conditions which reader the area <br /> unsuitable for deelprnett; or <br /> . the presence or proposed establishment of a major capital public facility or area of public <br /> investment. _ <br /> liPs may cover areas located in one or more,than one town. Districts may be nominated-and <br /> designated for many purposes. For example,they may protect a municipal investment, protect a <br /> critical natural resource, or provide incentives for economic development.For a list-of sa ple <br /> districts,see attached Appendix A. <br /> How does a DDPC work? . <br /> DCPC designation allows for creation and adoption of special rules and regulations-to ;ovem <br /> development within a district. These special rules and-regulations,called "fmplerxienting <br /> Regulations,„ must promote the purposes for which the district was designated. Irnplementin,d <br /> Regulations,once they are certified by the Commission,are the means by which development is <br /> regulated within a district. For example, Implementing Regulations for a district which is <br /> designated to promote village center revitalization may provide incentives for development more <br /> dense-than is otherwise permitted. Implementing.Regulations for a district designated to protect a <br /> critical environmental resource may provide safeguards to prevent inappropriate development. <br /> Once a DCPC is designated and Implementing Regulations are adopted,town agencies will oversee <br /> .development within the designated district. <br /> Why-seek a DDPD designation .? <br /> DCPC designation will allow a community or-communities to: <br /> •Protect and promote a value or resource identified by the Cape Cod Commission Act; <br /> Achieve some of the goals.of its LocalComprehensive' Plans; <br /> •Overcome local zoning constraints. <br /> A nominated area should require..-a special regulatory or planning,effort which cannot be-adequately <br /> addressed through otherwise available local regulations.
