Jim Crocker - Mashpee resident, and President. ofthe <br /> Cape & Island Board of Realtors. He acknowledged Board <br /> effort in preparing the draft documents, but stated he <br /> feels the Board has displayed a great deal of <br /> shortsightedness by not addressing traffic issues within <br /> the proposed DP . He mentioned the possibility of <br /> projects that would be unfairly held up outside of the <br /> water recharge until a resolve has been. found. He feels <br /> more effort should be made in this direction, and offered <br /> professional assistance (a-s he had done in the past) . Such <br /> support would stem not only from the Cape & Islands <br /> Association of Realtors, but also from the State of <br /> Massachusetts Realtors -and National Association of Realtors <br /> as well . He stated funding is also available in this <br /> regard. <br /> Jon Beware - Principal from Community Design <br /> Partnership, .submitted prepared comments to the Chairman <br /> for the Record.. Having reviewed the Town documents he <br /> stated he has not found a basis to support a DCPC, that the <br /> environmental impacts are "somewhat limited" in some <br /> instances, in others they appear to be quite critical . The <br /> ap-roach being suggested, he feels, is overly goad and <br /> would prove to penalize the entire Town. He stated the <br /> effects of pollution and development i-s more limited. <br /> e suggested a stronger focus be placed on addressing <br /> root causes and specific oases and conditions where the <br /> effects of development and pollution cause the greatest <br /> harm.. <br /> There appear to be a number of successes and advances <br /> being made in terms of research and study, as well as in <br /> Town action by way of remediation (acquisition of <br /> conservation land, re-establishment of shellfish beds, <br /> wastewater treatment studies, and developer agreement t <br /> implement wastewater treatment facilities in order to <br /> reduce the- number and density of housing) . <br /> r. Seward expressed concern that the DCPC would <br /> extend over all Town activities (not only Planning Board) <br /> and impact upon local government . He mentioned concern <br /> that an establishment of sunset or revisiting of original <br /> conditions over the course of a DCPC has not been <br /> addressed. <br />
