Mr. Megathlin then informed the Board that the plan has been approved by both <br /> Design and Plan Review. Mr. l owley's comments regarding the reverse curve have been <br /> addressed. The Fire Department has approved the plan including the radi*u.s onto Joy <br /> Street. 'The handicap spaces have been increased with two new spaces on Joy Street, and <br /> there is support.of the ADA Committee Chairman. <br /> llrlr. Megathlin stated that both he and Melinda Gallant have spoken to Mashpee <br /> residents-in order to obtain community input. He made reference to letters of support F <br /> from Joy Street retailers (Sepia and Color Obsession), as well as-from Sovereign Bank <br /> indicating the importance!of the proposed changes from an economic point. There are <br /> also letter of support front businesses along the Co unercial Street corridor including <br /> Cape Cod Rehab, as well as adjacent residential neighborhoods including Seamist, <br /> willowbend, and Life (where several of its residents work t Marshall's and Roche <br /> Bros.). Letters have also been-received from Cape Cod 5, John MiNer, and Dunning and <br /> Iirrane, as well as letters from,eight residents. <br /> In conclusion Mr. Megathlin mentioned Mr. Talanian's dedication and <br /> .commitment to the Town of Mashpee. He is a thirty-five year resident.and has been <br /> extremely generous-to the Town. Mr. Megathlin posed the questions, "Who do you know <br /> who runs a small family owned business with tvlve employees that will invest <br /> 2 o,000: o at the height of a severe recession to improve public safety, enhance an <br /> under used pedestrian way, and meet the needs of Town residents. who do you know <br /> who will invest a quarter million at a time of dcreased retail sales which is likely to <br /> continue for probably another two quarters-to improve the vibrancy of South Cape <br /> Village. Who do you know who will step up to the plate at a time of great economic <br /> uncertainty to benefit the Town With higher occupancy and more stores which translates <br /> into higher values and higher tax benefits for Mashpee. I hope you will look favorably <br /> on this request from Talanian Fealty." <br /> The Vice-Chairman asked-i the street could be made o f brick in beeping with the. <br /> waLkway and having asked some Mashpee residents about their preference. Mr. <br /> Megathlin responded that if it were a condition of the planning Board it would be <br /> agreeable, however it would result in additional expenses and also, the ADA would not <br /> e in favor for safety reasons. <br /> Jaynes Leonard stated he is in favor of the plan, but that he has concerns regarding <br /> the economic conditions that could result in empty stores. <br /> Mary Waygan read the following into the record; "The pedestrian mall at Joy <br /> Street is a great benefit to the Mashpee community and our tourism industry. The <br /> pedestrian mall is used and enjoyed by Mashpee residents and visitors alike. It is a quiet <br /> part of the South Cape village approved-as part of the whole original plan and should be <br /> kept part of the South Cape village as our total mitigation package. f have been to the <br /> mall several times and I've gone o-the Accessibility Committee. I've been there many <br /> times, I don't see-that there are any significant,-architectural barriers that have to be <br /> removed from the mall to-make it handicap accessible, I believe that it is handicap <br />
