treatment plant, being a response to the Cape Cod Conmissin zero nitrogen <br /> requirement. <br /> However, providing.a sever treatment line down Cranberry Ridge Road and <br /> :Qconnect abutters to willo bend-wastewater treatment plant'' are-two different natters. <br /> Scott Kra is, 1 'Sampson's Mill Road—Thanked the Planning Board for their <br /> diligence during this process. He stated there have been a number of substantive <br /> discussions with the Applicant, as well as a series of negotiations. His is one of the <br /> families that have signed the memorandum of agreement based upon the most recently <br /> revised plate. Many changes and concessions have been made. His of ' its in this.matter <br /> were to try to make the proposed project palatable for the most,amount of people <br /> possible. It-is his opinion that a point has been reached whereby there is agreement and <br /> that he is comfortable with proposal. National Heritage land'has been protected, there is <br /> a cul-de-sac, the number of condominiums has been mitigated and moved farther away <br /> from the abutters, and the buffer areas have been increased; all of which has been agreed <br /> to through the negotiation process. <br /> The-one outstanding issue before the Board is the matter of Simons Road from the <br /> ul-de-sac t Sampson's I1l1*ll load. H is a direct abater on Simons Road and his <br /> driveway accesses the road. He requested the road remain as undeveloped as possible <br /> while-adhering to public safety concerns. <br /> The Chairman has had conversation with Deputy Chief Hamblin in this regard, <br /> taking the previous speaker and Planning Board concerns into consideration as well as <br /> addressing safety requirements. <br /> Attorney Richard Terry—Thanked Planning Board Members for their patience <br /> throub such a difficult and long negotiation process. He thanked Scott Kravis for his <br /> role in the process and for making an attempt to please everyone (which is an impossible <br /> task). He extended his appreciation to the members of'the neighborhood who have taken <br /> the time to make the project the best as possible. <br /> He stated the issue of the sewer line and of the phasing had been discussed on a <br /> number of occasions. There has to be a stopping point as with al l negotiations that point <br /> is reached and recognized. Every attempt was made to improve the project to everyone's <br /> satlsfa tlon. He also recognized that the Applicant has been extremely accommodating, <br /> however not every issues as agreed to daring said negotiations. <br /> Attorney McEthinn —Stated for the record in response to statements made <br /> earlier and to defend the integrity of the.Applicant, that'`no one here was ever promised <br /> sewer connections'. He attended a number of meeting where this issue was discussed; he <br /> stated the expenses involved would cost a cluster million dollars. He did object and <br /> resent the rnischaracterization that was made earlier. <br /> 6 <br />
