The Town Planner expressed concern regarding the 50,000 square feet and how it <br /> relates to the actual potential of the project as it seems very small. <br /> Mr. > ascombe responded than he feels the theoretical build out of East Steeple <br /> Street is fairly accurate. However, it probably does not-represent the full Mashpee <br /> Commons build out as no one knows what that will be at this point. The Commission has <br /> made an attempt to identify the bulb of mitigation for traffic, which essentially will be <br /> retail and restaurants and what will be lost should an economic center be designated. <br /> -fir. Storrs stated that the $900,,000 credit will never be depleted with no monies <br /> left for mitigation for the Town. He feels the amount offirst floor retail was <br /> underestimated, and secondly the Commission has provided an example analysis of East <br /> Steeple Street. North Market, Phase Il and potentially a portion of Trout Pond remains to <br /> be calculated. He predicts there-will be millions of dollars in mitigation with regard to <br /> North Market.Street development, even with reduced mitigation for economic centers. <br /> (There eras some discussion regarding the benefits of adopting a three party <br /> Development Agreement and adopting a Land Use Vision Map.) <br /> The Board Members are of the opinion that they will be able to gather much <br /> needed inform' ation through the Development Agreement process (traffic.studies, <br /> National Heritage, etc.)that will enable diem to make a decision regarding adoption of <br /> Vision Map/Growth Center. <br /> Mr.,Storrs stated that he needs to know whether or not a Vision Map is going to <br /> be adopted, as it makes no sense for him to proceed without it. <br /> Dennis alzarini stated that his major concern is to protect and preserve the Trout <br /> Pond area. <br /> Mr. Storrs made reference to protection zones surrounding Trout Pond which <br /> complies with the Planning Board Open Space requirements. He has never deviated from <br /> the agreement and has always agreed to protect Trout Pond. He also agreed to negotiate <br /> .proper buffer around Trout Pond and provide it as open space for walking trails. <br /> Mr. Storrs addressed the Board and encouraged Members to make their issues and <br /> concerns known to him so that he can address there. <br /> Mr. I a combe explained the requirements of a three party Development <br /> Agreement, stating that the Commission would like to be able to pre-screen applicants <br /> and found they needed criteria to do so. They have revised their Chapter D of the <br /> proceedings. Mashpee Commons is scheduled to attend a Notice of Intent He ring for <br /> August 20, 2009 at which time a mute will be taker, Applicant will then have one year to <br /> file an application and fee. <br />
