changes would-in effect say the whole project is grandfathered. Mr. Mc lhinney stated,
at this time, the nine months have passed since the plans were fled with no progress.
Willowbend had hoped with this amendment to give the Planning Board flexibility to
make decision. He doesn't believe, this amendment will work for willowbend. Mr.
Fudala stated the intent of this bylaw amendment was not to provide more fle3dbllity to
willowbend for them to do what they want, but to give the Planning hoard the
mechanism-to make decisions. Mr. Malone expressed concern this amendment doesn't
authorize any change. The issue is the Planning-Board would like to address the
willobend project based on it merit. Does this allow the Planning Board to make
decisions? Mr. Lane responded that there is a policy question that goes beyond
w it lowbend. How much f le i hi li ter does the board want to give p rti al ly completed
projects. This amendment will guide the applicant and the board to do that--make
planning decisions. Mr. Malone asked, "Will it allow the board to consider?"'
