This information is
in the form of copies of my letters with responses from Oceanside Septic, Inc.,
Engineering Division indicating changes either to the plans or to the Stormwater
Management Report.
Storm Water Management Report
The report has been revised to reflect the changes that were asked for in my
review letter of October 31 in items 1-6 inclusive. All references to obligations of the
Town of Mashpee have been removed. A revision has also been made to the
maintenance timelines and certain practices that have to be carried out over the
course of the lifetime of the project.
I recommend that the Stormwater Management Report dated May 14, 2014,
Revised December 1, 2014 be incorporated in its entirety into any approval or decision
that the Board of Appeals may grant for the project.
Drainage Calculations
Drainage calculations have been received and reviewed for a gravel parking
area and a paved parking area as requested by the Board at the last public hearing.
The calculations have been done for the 2-year, 25-year and 100-year storm events
and show that runoff for each of these surfaces can be contained on site.
Appropriate adjustments in the method of treatment of surface runoff have
been provided including grass lined swales for nitrogen uptake and sediment control
and subsurface structures for storage and infiltration of storm water. This methodology
would now appear to comply with the requirements of the Zoning By-Law for
stormwater management.
The applicant still needs to seek variance relief from Section 174-41, Parking
Lot Design for a gravel parking lot.
Plans
The plans have also been revised as of December 10, 2014 to reflect the
requested changes and modifications noted in my October 17 and October 31, 2014
letters. Please note, however that the plan does show a gravel parking area to the
south of the proposed building.
5
