The ZBA d 'pp had numerous meetings with
the planning Board during the development of the local comprehensive plan. There were some
differences over this issue which were eventually ironed out and the number 150 was one the "
y
could support at town meeting and agreed to support. A steeringcommittee has already been .
formed to implement the LCP so why are we forming another committee to g o over this again.?
■ g ,
Tom explained that no new committee is being formed, this is,lust a discussion.
Mr.Govoni asked why they would want to change the LCP?
John explained the LCP is just a blueprint which is subject to change and revision.
W. Govoni said the whole plan then could be subject to revision. The town has voted this
down, they said no and now the planning board wants to bring the number down anyway.. k 0 1
Tom explained the LCP suggested the town consider 150 permits, it did not demand it', '
John said the LCP is a growing,., living document to i
g g guide us through the growth of the town. It !x
should be improved, if necessary.
Mr. Govoni said is you took away the permits from Southport and willowbend and New
seabury, which pay a lot of taxes and bring not children it would be a mistake. This town needs
taxes,-
Thomas Analetto: said each town has a certain number of home to build to increase revenues
then you see a decrease in taxes
He has studies to show that. Each new home does not increase revenue, it increases your tax
burden, documented studies prove this. The town is suffering now even in a booming economy.
Growth should be controlled to some extent. we should be discussing what a good number is r
(for building permits)and how the town is effected by that.
This discussions arks a lot of emotion and a lot of fear about o ' A
p our economy suffering. Lets
educate ourselves as to the effects and then discuss what is best for the town of Mash pee. {
r
kk
F
Mr. Govoni said the number of children in Mashpee is a parabolic curve, we are at the top now. r
We will begin to see the number of school children decreasingand we'll have more schools than
we need.
.
Fred Blythe asked if we reduce the building permit cap to 15 0, where dos special permitprojects
. p
fit into that, do they count towards that number?
Tom said that is the million dollar question. He and the building inspector have to meet with ;
town counsel to determine which projects are exempt,by law. Any project permitted before ,.
. A J p } F
April 198 7 which has been buildingexpeditiously and continuously i pe y s y s exempt. That is a .
judgement call of the building inspector.
ins 4"
Mr.Blythe asked,if someone tears down a house and wants to build a new one are they exempt. Oil M
Tom will review the bylaw for that answer. :w
R + uss wheeler, work in the building department. He has a list of developments which are
g p p
xempt,according to the building inspector.
The Planning 130ard thinks the list includesjust about eve subdivision in town.every
John said with a buildingpermit cap below 15o with all these exemptions, the actual n
p p e p. umber
issued will be well over 150. ,
Jinn Dorgan with good and bad ,
g d economic times we have an increase and decrease in homes built.
f
r
