I was told that 'p certain � <br /> changes were being made by the project engineer and that what was installed <br /> . was in <br /> conformance with those changes. <br /> Va <br /> informed Mr. Roberts that risers for frames and covers should be built usin <br /> g $. <br /> barrel block rather than straight block. We also discussed the installation of {r <br /> it i a leaching <br /> p n the area between Units its 35 and 37. i <br /> Based on what I saw and the conversations which <br /> ch took place, l telephoned your ' <br /> engineer, Terry Eldredge to find out about the changes which were beingmade t <br /> e system. o the <br /> drains , <br /> g y em. After hearing Mr. Eldredge's explanation, I requested that he send <br /> me copies of the changes so that I could see what was being .done � <br /> On Thursday, May 20, 1999 1 received a call from Mike Roberts indicatingthat , <br /> he <br /> intended to pave the construction area the next day. He was informed y of my schedule <br /> and that the earliest inspection I could make was for Monday, May 24 1999. That y t same <br /> day I received a copy of a fax from Terry Eldredge to Mr. Roberts (copy at <br /> tached) which <br /> outlines certain deficiencies and an appropriate schedule for inspections. I also p I called <br /> you and explained my appointment schedule and that I could make an inspection on <br /> y, y 1999 <br /> Monday, May 24 p <br /> . <br /> Yesterday at 8:15 AM I visited Windchime and observed that the construction <br /> area in question has been paved without the customary inspections of the drainage or <br /> road base materials. Please <br /> Please be advised that the road construction is not approved for <br /> the following reasons: <br /> 1• Seepage pits 55, 56, 571 58, 60, 612 62 and 63 inspected on May <br /> y 13, 1999 were �. . <br /> not in conformance with the typical details indicated on Sheet x23 of the plans. ' <br /> At the time of the inspection no risers, or frames and grates were in cal lace. No <br /> p <br /> I was received to reinspect the structures. <br /> �• A timely inspection for installation of risers frames and rates was <br /> re 9 never <br /> nested r' <br /> q prior to the placement of roadbase gravel. <br /> 3. Asphalt binder course has been laced without the approval of the roadbas <br /> p pp e . <br /> gravel. s�. <br /> 4.
