MASHPEE ZONING BOARD OF APPEALS <br /> Mashpee Commons Limited Partnership (SP-86-04-024) <br /> 38 Nathan Ellis Highway(Map 74 Parcel 20) <br /> Mashpee, MA 02649 <br /> SP-2013-39 <br /> Under the original Special Permit, this two-story building depicted a retail <br /> component on the first floor and five apartments on the second floor. The current plan is to <br /> design a two-story building with retail on the first floor, and an office on the second floor <br /> instead of residential on the second floor. There are currently 40 apartments in Mashpee <br /> Commons. Building #31 is the last building before the "ring road" and the subsequent <br /> residential project. The building foot print is roughly the same at 5,000 square feet and the <br /> original Special Permit is roughly 5,000 square feet per floor. The total height is 31 feet 6 <br /> inch. It will have multiple materials of brick and hardy plank on the fagade and will fit with <br /> the overall design of Mashpee Commons. <br /> Tom stated the Plan/Design Review wanted to make sure the parking and signage <br /> are sufficient. He stated they are building this on spec and since there are no tenants at this <br /> time it is pre-mature to discuss signage. He stated there is shared parking throughout <br /> Mashpee Commons and they do not dedicate parking spaces for any tenants as stated in <br /> their lease requirements. There is signage throughout the Commons for preferred parking, <br /> such as the"l5 minute"parking in front of the US Post Office,and"take-out"space outside <br /> of Sienna's Restaurant. They do not police or monitor the parking. Tom stated there is <br /> plenty of handy-capped parking distributed throughout the Mashpee Commons regardless <br /> of where someone parks. <br /> Bob Overage, a member of the Disability Committee asked about the road access <br /> and parking throughout the Mashpee Commons as well off-street parking. <br /> Tom stated the plan shows the access at the four corners with wheel chair ramps. <br /> The civil engineer is looking into the back area to determine what needs to be done for a <br /> "striping" standpoint. The plan depicts the back of the building and the front doors of the <br /> two spaces; one front door will be on Fountain Street at the intersection of Fountain and <br /> Market, and the second floor entrance will be on the Southern edge of the building at the <br /> intersection of Market Street and the "ring road". There will be on-street parking spaces <br /> and back parking spaces. There are four handy-capped spaces within reasonable proximity <br /> of the building,but will be dictated by the prospective tenant. Tom stated he will look into <br /> reallocating the spaces for the subsequent buildings. <br /> In view of the foregoing, the Zoning Board of Appeals voted unanimously to grant <br /> the Petitioner the request for the minor change to the existing Special Permit#SP-86-04- <br /> 024, Condition 5 for Building #31.
