establish a building limit line, which has allowed <br /> Applicant to move buildings around and which has been done <br /> in order to accommodate Sovereign Bank. However, there was <br /> major} disco- sion reg. riling. the number of parking lots along <br /> Route 28 . A compromise of 752 parking spaces, two parking <br /> lots and four buildings was reached. Shared parking was <br /> also agreed to for the Shopping Center as a whole rather <br /> than parking for -each individual building. <br /> Mr. Megathlin made reference to the Preliminary Site <br /> Plan for Sovereign Bank. Applicant is now able to provide <br /> a building at the other- side of South Street to act as <br /> closure to the street, as suggested by the Cape Cod <br /> Commission. The buildi ,g is being moved- towards the east, <br /> Great Neck Road South, which improves pedestrian access. <br /> The entrance into the Bank site ha-s been relocated off of <br /> Charles Street, which is an improvement to the original <br /> access . The setback from Route 28 has been .increased from <br /> approximately 105 ft. to 140 f . <br /> Thomas O' Hara expressed some concerns regarding the <br /> reduction of purling spaces due to the parking <br /> reconfiguration, the elimination of the walkway behind the <br /> Insurance om- pany building, and the location of the bank <br /> entrance and its proximity to the traffic light . <br /> Mr. Megathlin responded that parking and walkway <br /> isues -are to be more clearly defined in the Site Plan that <br /> will be presented to the Board in October. He clarified <br /> that the plan before the Board is limited to reallocaition- <br /> of square footage. Traffic issues have been addressed by <br /> the traffic consultant for the bank and are not considered <br /> to .be problematic. However, if it proves that traffic <br /> safety is an issue after the bank is open for business, the <br /> traffic consultant will review the matter if and when it i <br /> considered to be necessary. <br /> Mr. Rowley expressed concern regarding making a left- <br /> hand turn into the driveway from South Street, and the <br /> possible stacking of cars at the drier -up windows blocking <br /> the bypa-s -. <br /> Dennis Bala-rini asked about the status of the <br /> wastewater treatment plant; to which Ir. Megathlin stated <br /> he would be happy to appear before the Board to discuss <br /> this matter in detail. <br /> 1 <br />
