Planning Board Special Permit and Subdivision <br /> Stormwater Regulations and Design Standards -Cross <br /> reference to #15, Town of Franklin Best Management <br /> Practices Guidebook. This issue does not fall under the. <br /> Zoning Bylaw and is to be addressed at a later time. The <br /> Town Planner suggested the Board request the Zoning Board <br /> to adopt the same standards for commercial building <br /> projects. <br /> Nitrogen Loading TDL "Fair Share" Performance <br /> Standard for New Development and Redevelopment Projects - <br /> This- issue is being discussed at the DEP Pilot Project <br /> Meetings. <br /> Suggested Items Described in the County Wastewater <br /> Tools Report - Nothing has been done in this regard. This <br /> is not a zoning item. <br /> Three Model Bylaws - Open Space, Land Clearing, and <br /> Aquifer Protection. <br /> The Town Planner reported he is working on a By-light <br /> Cluster Subdivision Bylaw, as well as an amendment to the <br /> grandathering section of the Zoning Bylaw for non- <br /> conforming lot (17 -21) , and a modification to the Cluster <br /> Bylaw {17 - .7) . <br /> There was discussion regarding bonuses for extra open <br /> space areas, affordable housing, and farmland soils a <br /> requirement to be set aside in the open space area) . <br /> The. Town Planner spore to the preservation of existing <br /> agricultural operations . He suggested that -some <br /> flexibility be factored into the cluster zoning in this <br /> regard.. <br /> The Chairman volunteered to work on the Land °Clearing <br /> Bylaw for further review at the next -meeting. <br /> Adjournment <br /> There being no further Planning Board business to <br /> address the Chairman entertained a nation to adjourn. <br /> MOTION: Dennis Bal arini made a Motion to adjourn the <br /> Meeting; whih Lotion was duly seconded- by Lee Gurney and <br /> o voted unanimously. <br />
