The Chairman made further reference to the <br /> recommendation letter submitted by the Cape Cod Business- <br /> Roundtable,, indicating their support for cluster .zoningby- <br /> laws. <br /> "...In general we believe cluster should be an option <br /> for every subdivision and we believe that larger parcels <br /> that have the potential of significant amounts of open <br /> space should be required to utilize cluster. Iportaritlr, <br /> the proposal provides flexibility to revert to a <br /> conventional subdivision for larder parcels if it can be <br /> demonstrated that the same public interests would be <br /> (inaud-ible) using that design approach. " <br /> Public Comment : <br /> Karen Cowen - Asked how the proposed article would <br /> interface with the current laws with respect to low-income <br /> housing. <br /> Lee Gurney responded that the intent of the proposal <br /> would be to maintain open space areas -site, within the <br /> development . <br /> Attor ey Jack McIlhinney, Willow end - Asked for <br /> clarification regarding the flexibility i-s-sue with respect <br /> o the allowance of noncontiguous off-site open space- to be <br /> considered as pant of the track for calculation of density <br /> purposes (at the discretion of the Planning Board) . <br /> He made reference to paragraph - - requesting an <br /> explanation of the intent, asking whether or not off-site <br /> open space could be factored in as part of the calculation. <br /> "For each 80, 000 spare feet in R-5 zoning districts, <br /> or 40, 000 square feet in other zoning districts, of <br /> additional upla.n area set aside as permanently restricted <br /> open space, beyond the required fifty-percent ( o , one <br /> additional residential lot ma-y be created., " <br /> e did request this flexibility be incorporated into <br /> the proposed article. <br /> The Chairman suggested the Board continue a decision <br /> in this matter, Article 2.9, to the next Planning Board <br /> Meeting. <br /> 6 <br />
