April 11, 2002
Richard Joyal
19 Brentwood Lane
Yarmouthport,MA 02675
Re: Proposed Tower Site
90 Echo Road
Mashpee, AM
Dear Mr. Joyal:
As you are aware, Turing Mill Consultants, Inc..is currently performing site acquisition
services for Bechtel Communications and AT&T Wireless Services. Currently we are
pursuing on behalf of Bechtel Corporation and AT&T.Wireless Services additional site
in Mashpee, 1 site in Sandwich, and 3 sites in Falmouth to work in conjuction with your
proposed site at 90 Echo, Road, Mashpee. These sites have been identified but are in the
process of site acquisition and lease execution. These sites have been picked to work
with your proposed site as an anchor site.
Additional sites evaluated as potential candidates involved development of towers on a
raw land sites. We tried to using existing structures such as NSTAR.utilitypoles in the
Route 130 area, but the lack of elevation made them an unsuitable candidates. Another
site identified as a potential was the top of the Mashpee Town Hall. However, it was
shown using RF Propagation analysis that this site had very little coverage of the
objective, Route 130 towards Sandwich. The existing water tank was not considered a
candidate because it fell outside of the search ring issued to accomplish seamless
coverage along Route 130.
I have enclosed the required propagation plots showing AT&T's existing coverage from
the towers located at Mashpee Industrial Park and Bowdoin Road in Mashpee. As you
can see, without your site, AT&T has a large hole in its'coverage along 130. Plots were
also developed-to illustrate the effectiveness of a site at Echo Road in filling the current
void.
In reponse to your additional request as to'the base station equipment to be installed at the
proposed site, I have included copies of the specifications for the RBS 2106. According
to the compliance engineers, this equipment does comply with all FCC requirements and
will be used on many of the AT&T Wireless Services installations.
Sincerely,
Tyler M ister
Director of Site Acquisition
