Haes, Jr., Ph.D., CHP <br /> Radiation Safety Specialist <br /> Voice: 603 883-6129 Fax:603-883-6134 Email: haes@tems.com <br /> April 11, 2002 <br /> Permitting Boards <br /> Mashpee, MA <br /> Re: Proposed installation of personal wireless services antennas on a 150 foot monopole to be <br /> located at 90-100 Echo Road in Mashpee, MA by Seacoast,LP. <br /> PURPOSE <br /> I have reviewed the information pertinent to the proposed installation at the above location. <br /> In order to determine regulatory compliance, theoretical calculations of maximal radio-frequency <br /> (RF) fields have been prepared in accordance with the "Guidelines for DRI Review of Wireless <br /> Communications Towers"' published by the Cape Cod Commission [CCC], and the Office of <br /> Engineering and Technology [OET] Bulletin #65 of the Federal Communications Commission <br /> [FCC] Z. The physical conditions are that the following personal wireless services antennas would <br /> be mounted on the monopole: Verizon Wireless and AT&T Wireless. The calculated values of <br /> power density are presented as a percent of current Maximum Permissible Exposures for members <br /> of the general public[%MPE]as adopted by the FCC;•",and those established by the Massachusetts <br /> Department of Public Health [MDPH] s (With 100% signifying an acceptable amount). <br /> SUMMARY <br /> The theoretical RF field calculations indicate a maximal potential increase above ambient <br /> RF levels of less than 0.2% of the current State and Federal MPEs from the personal wireless <br /> services antennas at six feet above ground level. This result means that there could be over 500 <br /> similar additional installations at this location, and still be within,State and Federal limits for RF <br /> exposure. <br /> Based on my extensive experience with personal wireless services facilities, and the <br /> theoretical RF fields I have calculated, it is my expert opinion that this facility will comply with all <br /> regulatory limits for RF exposure to members of the public. <br /> 427 Amherst Street,Unit#11 <br /> Nashua,NH 03063 <br />
