August 12,2002
Mr. Richard P. Joyal,Jr.
Seacoast,LP
19 Brentwood Ln.
Yarmouthport,MA 02675
Re: Structural Design of a Fall Zone Communication Pole
150-ft Monopole, 6 carriers
Site: Mashpee
Dear Mr. Joyal:
I am writing in regards to the Cape Cod Cormmission Subcommittee Report dated August 9, 2002 for
Seacoast,Inc.Mashpee Project Number TR02012. I understand that there continues to be concern on
the part of local officials regarding the fall zone and potential for failure of the proposed communication
pole for the Mashpee site. hi over 3000 communication pole installations in the omtinental United
States and Hawaii, Summit Manufacturing has never had a failure of any sort(local buckling, bending,
or catastrophic topple-over) of any of our communication poles. Furthermore, I am not aware of a
communication pole failure similar to the pole type proposed by Seacoast effecting any of Summit's
competitors in the industry.
The proposed theoretical failure point is commonly used in the industry today to address municipality
requirements relating to setbacks and fill-zone criteria. Although theoretical failure zones are not
required due to the safe track record of these structures, the use of theoretical failure zones is a
mathematical way in which an engineer can predict where the structure a would first overstress per the
allowable TWEIA standard or other local code in an overload event. In this particular case, the 10 $
fall zone is where Summit would predict that failure would occur in this pole in an overload situation, in
a structure otherwise brown to not fail. In addition, poles that are intentionally faded in laboratory
conditions buckle and do not detach from the rest of the structure. The structure proposed by Seacoast
would be a safe, reliable installati®based on the proven track record of these types of installations.
If you have any questions, please do not hesitate to call.
Sincerely,
rias ,P.E.
Manager Engineering
