Filed.Feb. 6. 2002 <br /> *Beverly made a motion to dispense with the reading of the hearing notice. Denis seconded the <br /> motion. All members were in favor -o* <br /> Tom Fudala, stated, for the record that he is stepping down from his position as-t-own planner <br /> because he i n abutter to this project and will be speaking during this hearing as an abutter. <br /> Town Counsel has advised hinn that he can provide the Board VVith information related to this <br /> request. <br /> Jack Daley was present representing the applicant Stratford Ponds LLClorth.land Residential. <br /> He thanked everyone=for corning out this evening. Northland's request-this evening is to add a + <br /> number of units at the property. He gave a brief overview of the.history of this project. It was <br /> originally-permitted in 198 8 under a special permit. Are 7 t tal acres,46.2 open space 1%), <br /> permitted for 161 units,there are now 152 hones built with 149 occupied. <br /> All roads, amenities and sewage treatment plan are built. <br /> There was a modification of the special permit in 1993 by the previous owner. He presented <br /> plan ofdevelopment for the entire site. <br /> In 1993,the developer asked that units of Elizabeth Court be converted to single family, zero lot <br /> line cluster hones. This change created 1 "'floating"'units. He read that Planing Board decision: <br /> 13 units to be re-located required site plan approval by the Planing Board". <br /> Since then,Northland has-sought modification of the site plan in 3 areas: <br /> - converting unit buildings into duplexes. This change captured 4 of the 13 floating units.. <br /> Placed 4 more units in Stratford Ridge,the last area to be developed. <br /> The leaves 9 remaining floating units. Northland has.not abandoned these units, they are allowed <br /> within the special pemlit and master deed.. <br /> Northland made a proposal to the Board to add 6 of those 9 unit to the far corner ofStratford <br /> Ridge. He met with the Ply, Selectmen,town administrator in December, had an informal <br /> discussion with the PB in January and on Feb. `' submitted their application to amend the <br /> special permit and this public hearing Was Scheduled. <br /> Since that time, here has been a lot of discussion within the Stratford ponds co munity. During <br /> the last 2-3 weeks lorth.land has had extensive conversations with the Board of Trustees of the <br /> homeowners association. The conclusion was.to modify the original modification request and <br /> reduce the number of new units to 4 at that location. <br /> 1 <br />
