C. There is no need for telecommunications facilities at both sites. <br /> D. The applications to the Commission of both the Plaintiff and Seacoast were pending <br /> at the same time. <br /> E. The Plaintiff's site will provide superior coverage to the telecommunications service <br /> area than the site of Seacoast as well as reduced visibility of the facility from both public <br /> and private places. <br /> F. Approval of the Plaintiff's site will avoid proliferation of telecommunications <br /> facilities in this coverage area. <br /> E.
