Attorney Darrine made the argument that the road under w'
discussion existed prior to the adoption of the Subdivision fit
Control Law. He entertained the idea of improving a road that
has been in existence since the early 19001s; which would note
be creating a roadway.
Mr. Rowley further commented the determination has to be 'r
made from the standpoint of what exists today. He is of the
opinion this matter will have to o through the subdivision
P g g r
.•Y process. 1
There was some discussion regarding road access/roadways +
indicated on Land Court Plan. The Town Planner suggested
Applicant consider developing a Cluster Subdivision. i',
y: Ni ' N ,
The Chairman determined t to be the duty of the Planning
a_ Board to observe the adequacy of access, requiring a site visit
`K prior to making a decision in this matter.
Applicant filed Application, Fee, and f ive (5) copies of the
Plan.
• f i f
The Board agreed to meet at the site on Saturday, February ,'
?, 1998, at 8 ■ 30 a.m. , and to continue this matter to February ,►,
18, 1998 . Theoretical) leaving material in the water k v y, g keeps volume ►,, ,
the same which means there is less need for dissolution. He
suggested that by leaving materials in the water creates )IN
islands/marsh which results in better flow, confined channels,
and more sediment transport. He stated the Army Corps of ►g
Engineers, Division of Marine Fisheries and EPA will not allow
the sediment to abut the marsh. The purpose of this study is
to narrow down design aspects. He suggested these scenarios
. f
'= would be helpful in determining how far u the River would be
xg= p g p
productive to dredge. , 1, ;
Mr. Hanks noted a previous allocation in the amount of
Fifty Five Hundred ($5 5 0 0 . o o) Dollars, of which Thirty Five
 f b
