MASHPEE ZONING BOARD OF APPEALS <br /> Mashpee Housing Authority and Housing Assistance Corporation <br /> Breezy Acres Phase II— 570 Old Barnstable Road <br /> Mashpee, MA 02649 <br /> CP-10-29 <br /> Combined with Breezy Acres I, the entire Project will contain 16 units and 40 <br /> bedrooms. <br /> 5. The Applicant proposes that all of the Project's units will be restricted for rental <br /> to households earning no more than 50% of the defined Area Median Income <br /> ("AMI"), as kept by the Massachusetts Department of Housing and Community <br /> Development("DHCD") or the U.S. Department of Housing and Urban <br /> Development("HUD"). Rents will be calculated to be affordable to such <br /> households. <br /> 6. The HAC will coordinate and undertake the construction of the Project. The <br /> MHA will manage the Project after construction. <br /> 7. The Plans show 21 parking spaces,plus four"shadow"parking spaces. <br /> 8. The Plans show an approximately 6000 square feet recreational area. <br /> 9. The Project will be served by public water. <br /> 10. At the time of the submission of the Application, the Applicant had proposed a <br /> private on-site septic system but was actively seeking the Town of Mashpee's <br /> permission to connect to the wastewater system at the Town's nearby High <br /> School. As of the September 8, 2010 hearing session, it appeared that the Town <br /> was prepared to grant permission for such connection. <br /> 11. As shown on the Plans, the new buildings in the Project are proposed to be served <br /> by a single access driveway. The buildings are to be generally oriented around a <br /> common parking area. <br /> 111. FINDINGS <br /> 1. The Board finds that the Town has a continuing need for affordable housing and <br /> that this Project will provide such housing. The Board finds that the Project is <br /> consistent with the Town's Affordable Housing Plan. <br /> 2. The Board finds that the HAC and the MHA have considerable expertise and a <br /> vested interest in developing and managing affordable housing. <br /> 3. The Board finds that the Project will be better served by a connection to the <br /> municipal wastewater treatment system at the High School, rather than the <br /> initially proposed on-site system. <br /> 3 <br />
