Clearwater tests have been <br /> signed off by the State with respect to the treatment plant. .• <br /> F <br /> n <br /> Mr. Dawley addressed Condition #14, the issue of <br /> notification by the permit holder to the Planning Board at the ., <br /> completion of each phase and the commencement of the subsequent <br /> r' <br /> p p � <br /> phase. The request being for the Board to acknowledge completed <br /> phases, as required by said Condition. Mr. Dawley providedNi <br /> ; <br /> copies of the proposed decisions for Board Members. <br /> Mr. Dawley also addressed the issue of the Permit transfer <br /> from Byrne to Northland. <br /> There was Board discussion regarding the status of the ` <br /> g �' <br /> Wastewater Treatment Facility. Attorney Turd presented <br /> certifications from Mt. Hope Engineers, DEP, and Board of Health, <br /> as well as the as-built plan of the water distribution system. <br /> The Chairman stated his support and approval of information <br /> presented to date; all requests appear to be well documented. <br /> The Town Planner presented a , comment letter received from <br /> the Fire Department with regard to the water system. The <br /> Chairman read from a letter received from Deputy Hamblin, Fire <br /> Department, regarding the Notice. Concerns regarding the water <br /> supply, Stratford: " . . .our Pre-plans show that the water supply <br /> necessary to extinguish a fire at one of the units is close to <br /> 3, 000 gallons per minute for loot involvement. My understanding <br /> the water system at Stratford Ponds is so crowded. 'installed at ` <br /> the beginning of construction, water supply was estimated at 600 <br /> gallons per minute. If any changes are made in the permit for <br /> r <br /> this location, I would request that one stipulation be to tie <br /> into water district systems so we may have sufficient water to <br /> fight a f ire. . . " <br /> The Town Planner suggested a certif ication from the designer <br /> of the water system as to f 1 ow capacity for fire fighting be <br /> submitted. <br /> Rick Murphy, representing the current owner, Byrne <br /> Development Corporation, stated his request for Planning Board <br /> consent of transfer of the Special Permit, and status report of <br /> Conditions to date, as well as minor clarifications. <br /> Attorney Ward stated there are no changes in anything beyond <br /> what was originally approved. He further stated he would follow <br /> through in this matter. <br /> The Chairman concurred with the Deputy, the water deficit <br /> for fire fighting, is a concern. He then explained to members of <br /> the public in attendance for the Public Hearing that the Board is <br /> unable to act on this matter this date a continuation has been <br /> -3- <br />
