'1 Mr. Besse explained that some of the Willowbend Phases have
realized their final design: Phase I-one hundred ten (110) ;
. Phase I I-twenty--seven (2 7) ; original thirty-f our (3 4) ; Gol f
villas; Shoestring Bay-twenty one (21) ; Existing Town houses-ten
,+; ,; •'. (10) ; Proposed easement lots-thirty (30) ; Town house units-Phase
III thirty-six (38) . Mr. Besse was making reference to Revised
Master Plan Proposed Density Distribution dated December 2,
1997. He stated the total Willowbend density to be two hundred
144 " eighty-one (2 81) ; originally permitted for two hundred eighty-
4 d i I( seven (287) . In effect, the density at Willowbend will be less
than what has been permitted by the design change. Mr. Besse
original
resented the approved densities which have been
!
negotiated down to 287, based on the original bedroom count.
► + : ''k
John Kuchinski expressed concern with the proposed
40 subdivision of the open Space area. The Chairman inquired if
there were any large open spaces available on the Willowbend
►, i
property, to which Mr. Besse replied, "The Master Plan s pretty
roe , well designed out. "
` •
The Town Planner interjected that there were only two (2
}
p' I significant natural open space areas left (the area in question
being one, the other on Quaker Run) . He mentioned there is
public concern in this regard and made reference to a letter
fd
received from Louise Burhman,
• x The chairman read from said letter, dated December 3, 1997,
r'
explaining that Ms. Burhman was one of the original Planning
Board Members who voted on the original Permit. . . .Writing with
reference to proposed Modification of Willowbend Special
Permit. . .A number of years since I sat on the Board, consequently
, a long time since I reviewed the Plans for Willowbend. . .Quite a
surprise when I looked at the current and requested versions. . .
R+ Think that overall concerns could be summed u b the term
;a' r P y
y i t "project creep. " Appear to have been a number of incremental
modifications, dramatically change the appearance of the
project. . .Natural buffer strips have mostly evaporated and since
the natural open space area had woodlands. . . Proposed use, the
substantial piece of remaining natural as opposed to golf course
open space for houses is a final blow to the original concept.
concerned about proposed fencing near the public ways. When
 ? p g P Y
Willowbend was first proposed, there w p p e e as a great public concern
which was shared with Members of the Board, that the ways remain
rn open Current 1 f` cu e t layout o the golf course has disrupted one of
them Simon s Narrows. Fencing would only o the f o g y add 1.. appearance
of exclusion. . .the Mashpee citizens from traditional paths. All
.,,,Nt ■ , of these changes have been in small increments, some occasioned
■ ■ ■ ■ . ■ r
by long past violations of the Special Permit. I think it is
_ essential that the Board review the original
o ginal Plans approved for
i
the parcel and compare these intentions with what s currently
proposed and currently in effect. . .Should consider how the
,f current situation is to the original intent, or we will be in
danger of evolving a project radically different so different
ktt '
