" The Chairman stated his support of continued <br /> access on old roads and his hope that the subdivision would not <br /> close an existing pass. Applicant agreed to include an easement <br /> for the portion of dirt road in question for public use. <br /> The Town Planner introduced the subject of nitrogen loading <br /> and also made reference to a recent study performed by Dr. Howes. <br /> He suggested the Applicant consider constructing swales, rather <br /> than catch/leaching basins . <br /> There was brief discussion regarding drainage issues/ <br /> regulations . Mr. Rowley stated the regulations require piping to <br /> low points wherever possible, in most cases where leaching basins <br /> are used, a soil investigation is required. <br /> The Chairman inquired of the Town Planner if the suggested <br /> drainage system would be more environmentally friendly as well as <br /> less costly for the Developer, to which he responded, "It would <br /> ,M <br /> not be appropriate for every subdivision, but would make sense <br /> for this particular residential subdivision.! <br /> Mr. Rowley quoted f rom Paragraph 4, of Item 8, of the Design <br /> Standards, 11 . . . Storm drainage shall be piped to areas within the <br /> subdivision suitable for the collection of storm drainage water <br /> wherever possible. " In cases where pipe drainage is not <br /> possible, leaching basins may be used. In each case adequate <br /> disposal surface water should be provided.. " <br /> + r <br /> The Town Planner did point out the area in question may be <br /> designated for highway expansion. <br /> The Chairman requested input from the Consulting Engineer at <br /> this point with regard to benefits for Town/Developer. Mr, <br /> Rowley responded construction of this nature could benefit <br /> everyone involved if it is doneproperly. The road would have <br /> Y <br /> to be designed to dispose of road runoff adequately in order to <br /> avoid icing and flooding conditions. He maintained the entire <br /> project would have to be taken into consideration, not just the <br /> road area. Mr. Rowley stated his interest in a project of this <br /> nature and agreed to cooperate with the Developer Is engineer in <br /> this regard. He informed Applicant that the 1982 Regulations <br /> specify in general terms, how this type of drainage is to be <br /> done and that he would be obligated to follow said guidelines. <br /> I <br /> Applicant expressed uncertainty regarding a re--design of ". <br /> the drainage, as well as a concern for additional engineering <br /> ft <br /> expenses . <br /> The Chairman suggested a compromise be considered. whereby <br /> _7_ <br /> -) <br /> ;E <br />
