I J <br /> MOTION: Dennis Balzarini made a Motion to reschedule the <br /> -David Hendrick <br /> matter of Release of Covenant Kevin Andrade to <br /> / ! <br /> January 7, 1998, at 7: 00 p.m. ; which Motion was duly seconded by <br /> Chance Reichel and so voted unanimously. <br /> Discussion <br /> k <br /> Maureen Paxton-Development of Adult Use Bylaw - May Town Meeting <br /> The Chairman requested clarification of proposal/discussion <br /> of this matter from the Assistant Town Planner. Eric Smith <br /> stated there is no written proposal, this matter remains as a <br /> Discussion item. He further updated the Board by reminding them <br /> of a series of discussions held the previous summer, and of Ms. <br /> Maureen Paxton' s recent attendance to a Seminar sponsored by the <br /> Massachusetts Chapter of American Planning Association, and of ;s <br /> certain reference materials she has shared with him. Ms. Paxton <br /> has requested an Article be submitted for the May Town Meeting, <br /> the submission deadline for which is February 9th. <br /> The Assistant Town Planner further informed the Board of <br /> difficulties experienced in attempting to locate an appropriate i <br /> area in Town. The most recent suggestion being the Industrial r <br /> i <br /> 4 <br /> Park, <br /> The Chairman recognized Maureen Paxton, who stated to the <br /> Board she has provided the Assistant Town Planner with a number <br /> of materials, the most recent being a booklet entitled, "An <br /> Educational Manual on How to Regulate the Location of Adult <br /> Businesses through zoning, Developed by the Massachusetts Chapter <br /> of American Planning and the Massachusetts City Solicitors and <br /> Town Counsel Association. ' Ms. Paxton stated said information <br /> provides a basis with which to begin the zoning process (siting, <br /> harmful effects, location) . She inquired if the Town is <br /> interested in taking a role in this matter and volunteered to <br /> provide further information from Dennis, Falmouth, and./or <br /> Weymouth should the Board make such a request. <br /> The Chairman made reference to the issue of siting, stating i <br /> this to be the largest obstacle. There has been public <br /> g <br /> opposition to each of the sites mentioned for consideration at 7 <br /> previous Planning Board Discussions. He further stated the Board <br /> has reviewed a great amount of technical information, the <br /> Planning Department has devoted a great deal of time/research <br /> into this matter as well . <br /> (There was brief discussion regarding the site locations <br /> approved in surrounding area towns who have adopted a zoning <br /> bylaw. ) <br /> i <br /> The Assistant Town Planner stated another challenge to be <br /> required uniform distances from residential areas.
