*CIP MINUTES 2-2-2022* Approved 2-17-2022 <br /> III. PROCEDURE <br /> A. Each fiscal year, the Town Manager will distribute guidelines and forms for capital expenditure <br /> submissions to all departments for the upcoming fiscal year and the five years following. Requests for <br /> capital equipment will detail the need for the equipment, whether it is a replacement or new, as well as <br /> the estimated useful life of the equipment given the historical use and method of replacement. <br /> B. Capital needs related to Town buildings and facilities will be determined by the Planning and <br /> Construction Committee as outlined in Section 5-7 (b) of the Mashpee Town Charter. <br /> C. All capital requests will be submitted to the Office of the Town Manager in the manner and time <br /> period noted in the guidelines distributed. All requests will be consolidated into that fiscal year's Capital <br /> Improvement Program, to be reviewed by the Capital Improvement Program Committee, as outlined in <br /> Chapter 6, Article VII, §6-14 of the Mashpee By-laws. <br /> D. The Capital Improvement Program Committee will review all requests and recommend to the Town <br /> Manager those capital items it determines to be of priority in the ensuing fiscal year, by the 2nd Monday <br /> in January, as outlined in Chapter 6, Article VII, §6-15(A) of the Mashpee By-laws. Recommendations will <br /> include the suggested funding mechanism (i.e. Capital Stabilization Fund, capital bond, etc.) for each <br /> project. The Town Manager will follow the process as outlined in Chapter 6, Article VII, §6-15 of the <br /> Mashpee By-laws, with the required two-thirds vote of approval at the annual town meeting. <br /> Adopted by the <br /> Mashpee Board of Selectmen <br /> September 11, 2017 <br /> Discussion and Approval of Fiscal Year 2023 Capital Improvement Program Report and <br /> Recommendation for the May 2, 2022 Town Meeting <br /> Mr. Gasior stated that he agrees with the Town Manager's recommendation for the Fiscal Year 2023 <br /> Capital Improvement Program Report. Mr. Collins said that he will be presenting this report, if approved <br /> by the CIP Committee, along with his recommendations for the Fiscal Year 2023 Operating Budget to the <br /> Select Board on February 7, 2022. The Finance Director and he are comfortable with the proposal and <br /> further that Mashpee's Free Cash is better off than a lot of towns. Mr. Collins indicated that this proposed <br /> plan is not fluff, but is a responsible one that is taking care of the Town's capital needs. <br /> Ms. DeBoer asked if there is still a placeholder for the HVAC systems at the schools. Mr. Collins said that <br /> the Town Hall is also in need of HVAC improvements and this item has been in the CIP plan for several <br /> years. These projects in the schools and the Town Hall need to be discussed in further detail, an accurate <br /> estimate of the cost and funding sources need to be identified, and the results of the study that the school <br /> department paid for needs to be reviewed as well. At the January 25, 2022 CIP meeting, School <br /> Department Finance Director Ashley Lopes stated said that monies have been put aside to fund the HVAC <br /> project. The Town Manager said that we will wait and see what the estimates come in as and the Capital <br /> Improvement Committee will reconvene. <br />
