He then recognized Assistant Town Planner, Eric <br /> Smith for the purpose of presenting a summary explanation. <br /> . •fi Eric stated that the Public Safety element is one of five <br /> N capital facility related plans (along with Solid Waste, Schools, <br /> ' gr Water and Waste Water) . Sub-committee Members include Fire Chief <br /> Baker; Assistant Police Chief, Maurice Cooper; Harbor Master, <br /> Perry Ellis; Animal Control Officer, June Daley and Civil Defense <br /> Director, Robert Whritenour. <br /> The Mashpee Public Safety Element Comprehensive Plan <br />'41FS ''�Ifi;, includes information and services currently being provided by <br /> IAZ,.11, these departments along with projected needs for the year 2004 at <br /> LIU it's`"' tl build out. (Copies of Plan are available to the public. ) <br /> 1. 41. ttt <br /> Police Department: There are currently seventeen <br /> .,jl• dispatchable police officers. Two standards were used to project <br /> current and future needs-Federal Department of Justice average <br /> �t it standard (two officers per 1, 000 people) , and International <br /> Association of Chiefs of Police (IACP) (case load-six hundred <br /> cases per officer) . Population projections would warrant twenty- <br /> ''`' seven to twenty-nine officers needed by the year 2004 using the <br /> t. ik Federal guideline and twenty-nine to thirty-two officers using <br /> IACP guideline. <br /> (Associate Board Member, John Kuchinski arrived at 7 : 05 p.m. ) <br /> u, 11 ,,iai Fire and Rescue: The American Heart Association recommends <br /> a four-minute response time. (Eric made reference to Maps on <br /> display along the wall indicating response times of various <br />�� `N ►. .� yg; locations ranging from four to six minutes. ) The proposal of a <br /> South Mashpee Sub-Station would improve response times in that <br />,. �► ,r� f � area. Forestdale and Cotuit currently participate in a mutual <br /> aid service with Mashpee. <br /> +N; rd <br /> I , f. Animal Control: Even though there is a mutual aid agreement <br /> F ° with the Town of Sandwich, response times are being pushed to the <br /> limit. Additional staff recommendations-Seasonal Animal Control <br /> officer. A spaying and neutering program would reduce the stray <br /> pet population, which would in turn reduce Animal Control <br /> operations. <br /> kilt' <br /> Civil Defense: The Mashpee emergency shelter is located at <br /> the Middle School. According to Red Cross shelter space planning <br /> ;r"at,, standards twenty-five percent of the population is the percentage <br /> s` h to plan for.
