The question is how quickly they change. <br /> The Chairman recognized Ed Baker, who stated there should be <br /> some discussion regarding the application of mooring fees in the <br /> Plan; navigation channel behind Popponesset Island; coastal bank <br /> erosion-beach nourishment requirement and monitoring; and <br /> groundwater quality requirements-nitrogen loading. <br /> +� y The Chairman recognized Jim Hanks, who referred to the <br /> excise tax portion of Eric' s presentation. Dredging: Funding and <br /> Current Plans-C.60B S2I Municipal Waterways Improvement Fund <br /> for every town that has waterways. Fifty (50%) percent of the <br /> excise taxes are to go into this fund, appropriations are <br /> specified. This law is not yet in effect within the Town of <br /> � ' '' Mashpee. In addition to excise tax money, mooring permits fees <br /> 4 � ,I! and any other monies appropriated by the Town or State will be <br /> able to be deposited into this fund, as well as donations from <br /> individuals. Within the Inventory and Action Plan Sections, <br /> dock permitting was mentioned. Harbor Master and Shellfish <br /> Departments were mentioned; a third party, Conservation, should <br /> ° be included as well. <br /> The Chairman then recognized Bennett Gordon, who <br /> complimented Eric Smith for the great job he has done for the <br /> Town (applause) . <br /> The Chairman concluded discussions at this point. He <br /> suggested conducting another public meeting on this topic for <br /> � + il February 19, 1997. The Coastal Resources summary portion of <br /> � the Meeting concluded at 9 :15 p.m. <br /> Transportation Goals and Objectives <br /> Thomas Fudala presented Task 13-Transportation Element Goals <br /> a.l�► _ & Objectives to Board Members for approval, (a copy of which is <br /> attached herewith and filed as part of the official record) . <br /> The Chairman entertained a motion of acceptance. <br /> MOTION: Robert Govoni made a Motion to accept said <br /> cth4 Transportation Element Goals & Objectives as revised; which <br /> •�'06 Motion was seconded by Dennis Balzarini and so voted unanimously. <br /> The Chairman introduced a Memorandum to the attention of <br /> Planning Board/Town Planner, dated December 18, 1996, from Gregg <br /> 4,.(, Taylor, regarding Transportation Goals & Objectives. <br /> The Chairman read said Memorandum and Board discussion <br /> followed. <br /> -10- <br /> �'1 <br />
