All in favor. <br />- Warrant Article 34: To add new section 174-45.7: Solar Energy Systems to the Mashpee Zoning <br />Bylaws (proposed Solar Overlay) <br />Submitted by petition. <br />Lynne Barbee would like to hear from the petitioner. <br />Ms. Waygan had a question for the petitioner. This is the piece of this series that has the description of <br />land of all the lots. She asked Mr. Janedy how he figured out the lots. <br />Mr. Janedy believes there is 17 lots. He looked at frontage and lot size. He does not own lots, he is a <br />real estate appraiser who appraised this four years ago. He has lived in Mashpee for 25 years. <br />Ms. Waygan asked how he got involved in picking the lots and what his motivation, was he <br />approached? <br />Mr. Janedy heard about this project as a citizen and he liked this idea of a strong income stream that <br />goes right to the bottom line for the town. <br />Ms. Waygan rephrased that he did not pick the lots he is in support of the project. <br />Mr. Janedy knew about the parcel and when he heard what was going on there he thought it was a <br />great idea. He is all for paying less taxes all while not impacting the water supply, transfer station, <br />police or anything. If we got those 17 all paying taxes, it would not measure up to the amount of money, <br />at the same time wouldn't have to pay additional money for services. <br />Ms. Barbee would like to comment on this. She noted the Board all has a copy of the packet she <br />provided. If you start at the back, her article is in the front. She instructed the Board to reference <br />documentation of what lots, with lot numbers, that was part of their original proposal from last year. She <br />went to the assessor's data and looked at the number of people who owned land here. It is not all <br />owned by one person. The actual owners are Mr. Daniel Dacey who owns the largest parcel where the <br />sandpit is. He lives in West Roxbury. Other owners in this area are Mary Zocchi who owns a couple of <br />lots and another sheet refers to Catherine Oats who owns a couple. There is an assessor's sheet for <br />Peter Bailey who owns some. There is also an assessor sheet for William Haney, Sr. whose includes <br />his own home. The only lot owner in Mashpee is William Haney, Sr., there is a possible sales <br />agreement that does not mention the rest of these people, just him. Quoted in this draft as the seller or <br />sellers, her question is who owns the land because that makes a difference on who benefits. It is <br />confusing to her. Are all of these owners agreeing to this solar overlay that includes their property? We <br />haven't heard from these people. We haven't even heard from Mr. Haney. He submitted last year and <br />has not resubmitted this year. The Select Board also had questions about the project in terms of what <br />14 <br />
