The Board is contemplating a land <br />use for a particular site, and is the site adequate and able to sustain the use. <br />Ms. Waygan stated it is being given a new use. She reminded Mr. Lehrer that he marked this lot for <br />housing in his analysis. Is this project the best use for this site? <br />Mr. Lehrer explained, in his opinion, he looks at this as temporary. In the short term, this is a <br />reasonable use for the site. In the long term, he would agree, this is an opportunity for development or <br />redevelopment, in consideration for housing needs in the future, now that wastewater can go straight <br />across this property. If we can look at this as relatively temporary, we can think about the housing <br />opportunity with the income for the 20 year life of this project. In short term, currently there is no <br />wastewater right now or create an opportunity for the substantial housing need that looks any different <br />than what we have. In 20 years there may be greater opportunities. He sees it as a long term play. <br />Mr. Balzarini was on the Sewer Commission many years ago and they are still working on sewer. It <br />would be nice to put apartments here and make them affordable. We need housing now, not in 20 <br />years. He would like to know who owns this property. He wants to see the Title. <br />Ms. Waygan asked for the exclusive offer to purchase. <br />Mr. Lehrer stated his opinion on who owns shouldn't matter. If you have that amount of time to consider <br />the highest and best use, perpetuating the pattern of development is not consistent with housing need. <br />If we are able, through long term planning, to define zoning that enables higher best use, does it matter <br />who the owner is if we give incentive to owner? <br />Ms. Waygan commented the bylaw is being proposed as a package deal and this is unique. <br />MOTION: <br />Mr. Phelan made a motion to recommend approval for Article 34 as written.
