This article would enable the development of medium and large scale solar <br />energy systems within the area defined as the Solar Energy Systems Overlay District proposed in <br />another warrant article by amending the table of uses in the Zoning bylaw accordingly. This article <br />was submitted by petition. <br />Warrant Article _: <br />To add new section 174-45.7: Solar Energy Systems to the Mashpee Zoning Bylaws <br />This section promotes the creation of new small, medium and large-scale, ground -mounted solar <br />energy systems within a new proposed Solar Energy Systems Overlay District on specific parcels within <br />the R5 and C2 Zoning Districts by providing standards for the placement, design, construction, <br />operation, monitoring, modification and removal of such installations that address public safety, <br />minimize impacts on scenic, natural and historic resources and for providing adequate financial <br />assurance for the eventual decommissioning of such installations. This new section would provide the <br />standards of review that the Planning Board as Special Permit Granting Authority would utilize to <br />scrutinize any applications submitted for the development of medium and large scale solar energy <br />systems within the proposed Solar Energy Systems Overlay District. This article was submitted by <br />petition. <br />Warrant Article _: <br />To add a new sub -Section to any Solar Energy System Overlay District zoning bylaw by adding to the <br />Required Performance Standards for such a use an Open Space Requirement and increased setbacks <br />from water bodies and wetlands. <br />This proposed sub -section would require any solar energy system of 7 acres or more set aside at least <br />0.5 acres of upland (excluding water or waterbodies as defined under MGL C. 131 Section 40) for each <br />one (1) acre of developed area as undeveloped open space deeded to the Town of Mashpee in the care <br />and custody of its Conservation Commission. Further, this article would restrict any solar energy system <br />from being sited within three -hundred (300) feet.of any water body or stream or within one -hundred <br />(100) feet of any wetland.
