w <br /> septic system and submitted copy of the analysis from June 8 th <br /> Dr. Kerf oot explained that he received a call from Mr. Halpern this <br /> week expressing concern over previous sampling. His staff , during <br /> .a storm event, parked at the parking lot of the laundrom.at and took <br /> a sample of the runoff . Mr. Halpern called (6 months after the <br /> sampling was done) and objected to them entering his property <br /> without permission,* <br /> Dr. Rerf oot explained that Mr . Halpern felt any information <br /> obtained was obtained illegaly because they did not have permission <br /> to be on the property and therefore could not be used. <br /> Mr. , Kerf oot_ explained that they were acting as agents of the town <br /> as part of the study. He apologized but asked for support of the <br /> river study and to allow additional sampling from his property but <br /> he would not give permission. <br /> Dr. Kerf oot discussed it with Planning office who suggested future <br /> samples be taken across the way ,where access is on State property. <br /> Dr, Rerf oot explained to the Board that there are difficulties <br /> contacting owners before hand because of the short time frame <br /> during a storm event. The persons doing the sampling thought the <br /> laundromat was a public area. <br /> Dr. Ierf oot would like to do additional sampling for 2 reasons <br /> - the results of nutrients analysis (in addition to bacterial <br /> analysis) had overall concentrations in the River, during storm <br /> events , much higheer than expected. It could be due to non-point <br /> sources contributing more than previously thought. <br /> It also could be that the laboratory may have difficulties running <br /> environmental samples . To check that they can do some "split <br /> sampling' between two labs . <br /> Is not coming from storm runoff because that was -sampled. <br /> Judy asked where they specifically took sample from? <br /> Dr, Rerfoot stated that the sample in question was from driveway <br /> area but he did not personally take the sample . <br /> Did sample above and below River Bend and it shows over doubling of <br /> concentrations of bacteria. <br /> The Hoard of Health ' is aware of it but he has not received any <br /> official comments from them. <br /> He presented a handout to the Board. <br /> Two major efforts going on at this stage: <br /> -to define water quality. <br /> -to define a recharge zone associated with the area. <br /> Are taking 1990 zoning and projecting it for full grow out . It <br /> would take about 20 years before see effects on River system. <br /> He created an overlay district which is the re-charge zone for the <br /> Mashpee River. <br /> They then give concentration levels to residential and non <br /> residential and storm water runoff . <br /> Gave total concentrations expected at total buildout w�-th p-es==nt <br /> zoning. <br /> Lag times■ T T <br /> t depend on grounwater flows and when full <br /> p <br />
