11 <br />Mashpee Select Board <br />Minutes <br />June 6, 2022 <br />APPOINTMENTS & HEARINGS <br />Presentation Discussion and Approval of Negotiator a Host Communal Agreement: _Tradesmen Exchaii e, <br />.._ ..a .._... _.._,_. <br />LLC: <br />The Mashpee Select Board reviewed communication from Evan Lehrer, Town Planner dated June 1, 2022 <br />relative to the request of Tradesman Exchange, LLC for a Delivery/Courier License Host Community <br />Agreement. <br />The Town of Mashpee has restricted the number of allowed adult -use recreational cannabis retail licenses to (1) <br />in consideration of the existing population. There are no other restrictions for marijuana establishments in the <br />Town, and all uses that fall under the definition of "Marijuana Establishment" in Cannabis Control Commission <br />regulations may operate in a town with a Host Community Agreement in place with the Select Board, a Special <br />Permit from the Zoning Board of Appeals and licensure from the Massachusetts Cannabis Control Commission. <br />The license type being sought by the Tradesman Exchange is available only to those applicants who qualify as <br />Economic Empowerment Applications for 36 months from the date the first delivery licensee received approval <br />to operate. Tradesman Exchange is an Economic Empowerment Applicant and is statutorily entitled to priority <br />review by the Cannabis Control Commission. <br />To proceed Tradesman Exchange requires a Host Community Agreement from the Select Board. There are no <br />zoning related or regulatory issues that would prevent Tradesman Exchange from lawfully operating in the <br />Town of Mashpee. Entering into the agreement is the Select Board's sole discretion. <br />The Select Board met with Nicholas Gomes to review the specifics of the establishment at its intended location <br />at 800 Falmouth Road, Mashpee. To review the proposal in detail Mr. Gomes conducted a PowerPoint <br />presentation. (enclosed) <br />The license types of this operation includes Delivery Operator; purchasing at wholesale and warehouse finished <br />products acquired from a licensed entity with products sold and delivered directly to consumers. The additional <br />license type is referenced as Marijuana Courier to deliver finished marijuana products, marijuana accessories <br />and branded goods. These items flow directly to consumers from a marijuana retailer or directly to registered <br />qualifying patients or caregivers. <br />There is no cultivation, processing or manufacture of cannabis on site. Tradesman Exchange will use plain <br />unmarked vehicles without any identifying signage. Additional towns legal for delivery include Provincetown, <br />Wellfleet, Eastham, Wareham and Plymouth. <br />The community impact fee is 3% for all gross sales. <br />Motion made by Selectman O'Hara to authorize the Town Manager to negotiate a Host Community <br />Agreement with Tradesman Exchange, LLC and return to the Select Board for approval. <br />Motion seconded by Selectman Weeden. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Gottlieb, yes <br />Selectman O'Hara, yes <br />Selectman Weeden, yes Selectman Cotton, yes <br />Selectman Sherman, yes Opposed, none <br />
