He would certainly
enter wastewater into that category. Falmouth has been working on sewer and they are realizing they
are looking at a pipeline to output into the sound. There are no easy answers, people by nature pollute.
Mashpee is unique as it swells from 15,000 people overnight doubling to 36,000 people in the summer.
His area of focus is the environment, he does not know the funding mechanisms. He has spent the last
six years learning the town's layout and meeting important players and members of the community.
Ms. Waygan commented she read in the budget newsletter that Cape Cod waters will have a
collaborative regional entity that funds sewer and will be awarded money from the state, somewhere in
the ballpark of $200,000,000.
Mr. Colombo suggested this as an agenda item for June 6, 2022 Select Board meeting if the Planning
Board would like to appoint a representative to be there.
Ms. Waygan stated they would officially have to meet first on this agenda item, everyone is invited to
attend, but to make it official it needs to be an agenda item and be discussed.
Affordable and Workforce Housing
Ms. Waygan stated this is a priority issue and she plans to keep it on the agenda going forward. There
is initiative to ramp up the production of ADUs in the community. Maybe we could look at a
redevelopment bylaw, an old or underused residential or commercial incentive bylaw, where height and
density contribute to a strong affordable housing component. She asked Mr. Lehrer to start a short list
of properties they could start looking into.
OLD BUSINESS
Floodplain Bylaw amendments
The Board got a draft of the amendments for the agenda next meeting. The deadline is July 11, 2022
with two meetings prior to the deadline. Time is of the essence and Mr. Lehrer hopes to have a draft for
the June 15th meeting packets.
Ms. Waygan would like the comments as well.
CHAIRMANS REPORT
Chair Waygan stated last week she had a meeting with Rodney Collins, Town Manager. Ms. Faulkner
and Mr. Lehrer were catching her up to speed on the LCP and staffing roles. She wants to let Mr.
Balzarini know if they want help from the Town Engineer all they have to do is ask. If there is a piece of
the LCP we want Mr. Pesce to look at we just need to get it pre -approved by Mr. Collins. His line item
has some room.
Mr. Lehrer commented that starting FY23 that line item is budgeted in the Planning Department outside
of what is collected through application fees.
15
