The <br />comment time from each person should be generally limited to such duration to be deemed appropriate <br />by Chair. She noted to strike the three minute cutoff. The other change is within section V Public <br />Comment Segments of Meetings, the third sentence will read "comments from the public shall be brief', <br />as opposed to "comments shall generally be limited to three minutes per individual". Those are the only <br />changes on this document. <br />Ms. Waygan stated the document will be titled Town of Mashpee Planning Board Policy on Public <br />Participation. She does not want a timer. She would like to try and she has never had a problem with <br />asking people to wrap it up. <br />Mr. Balzarini doesn't want comment to go too long, but if discussion is good he wants to let them <br />continue. If there are repeat comments the Board can remind them to finish up. <br />Mr. Fulone noted there was language about repeat comments. <br />MOTION: <br />Mr. Balzarini made a motion to accept this policy for the Planning Board as amended. Seconded <br />by Ms. Faulkner. All in favor. <br />Ms. Waygan stated from this point forward the Planning Board will have general Public Comment at the <br />end of the meeting. Public Comment will also be asked following each agenda item. It is up to the Chair <br />to accept Public Comment or not in a meeting, and she will be doing so after each agenda item as well <br />as at the end for any general comments. If someone has a Planning Board agenda item for future <br />meetings, the end would be a perfect time to discuss that. She is hoping this will be accepted by the <br />Board <br />Local Comprehensive Plan Updates with Weston & Sampson <br />Ms. Waygan will allow for Public Comment after the review from Weston & Sampson. <br />Preliminary assessments of 1998 Action Plans <br />Mr. Lehrer provided two documents in the packet. He tried to focus his initial assessments of the <br />chapters from 1998 on larger in scope and denser elements. These include Transportation, Coastal <br />Resources, Economic Development, and Growth Management. He was able to produce two memos <br />relative to Transportation and Open Space, but the Open Space and Recreation does not include the <br />2007 update. Natural Resources staff were on vacation so he has not been able to sit down with them. <br />The Transportation full assessment is complete and he mapped out that review. In a nutshell, the vast <br />majority of the short and midterm actions defined in Transportation were generally accomplished with a <br />few exceptions. Projects along the state owned highways such as Rt. 28 lack the ability from the town <br />to speed up projects. He went through every action defined in the mid and short term plan. It gave <br />context to what was accomplished and consistent or if there was a deviation. It boiled down to an <br />assessment of the long range plan.
