16 Great Neck RoadWorth <br />'Atashpee, 9►2assachusetts 02649 <br />Widening roads is not the answer. This chapter was well organized. Going through reviews he found <br />some inconsistencies in the format of the elements which makes reporting challenging. The Board <br />should decide on a consistent format and framework for action and implementation plans. <br />Mr. Fulone asked what the plan was for items listed as not completed during this updated review. <br />Under the ten year intersection improvements, the two items at the bottom of the table, left turn on <br />Great Neck Road, Old Barnstable, and Ryan's Way. <br />Mr. Lehrer wrote not completed as this would require additional layout width in these portions as well as <br />dedicated turn lanes. These have not been done and there has been no money appropriated to them. If <br />it is feasible they can carry over. <br />Mr. Fulone questioned what they will do with them. <br />Mr. Lehrer stated they will assess these issues with a technical report from a consultant in future years. <br />Ms. Waygan commented when people have to take a left on Rt. 151, there are speedways that are very <br />dangerous. It might be nice having BETA group look at general things that can be done for major <br />speedways. Also, the Cape Cod Commission Transportation Department keeps a list of problematic <br />intersections and we should be aware of what has been identified for Mashpee. <br />Mr. Lehrer stated that intersection at Rt. 130 was noted in the 1998 plan for a modern roundabout <br />which is just now in preliminary design phase. These things do take time to achieve ultimate buildout <br />configurations. He noted roundabouts have the effect to slow traffic to a safe speed while allowing <br />traffic to still flow. With significantly high volume and congestion challenges it makes practical sense. <br />They do have some consequence as they can be difficult to navigate as a pedestrian or a motorist. <br />Ms. Waygan asked if there was anything identified in Transportation that would be a good survey or <br />vision question. He did bring this up in his Open Apace Analysis. When doing assessments, do we <br />want Rt. 151 to be a four lane highway? <br />Mr. Lehrer discussed this as he went through the 2011 survey in some detail. It is bad practice to widen <br />a roadway to four lanes. He does not want to suggest to the community that it is a good idea. He can <br />review his findings here in consideration for appropriate survey questions. <br />The Chair called for Public Comment and recognized Lynne Barbee. <br />Lynne Barbee- She remembers there being discussion about the possibility of a left turn lane going <br />into the transfer station off of Rt. 28. That is a place where traffic gets blocked. If there is a way to do <br />that she is unsure, but she remembers a conversation being had. Also, she does not think a <br />roundabout here is ideal as there would be no way to get across the street. <br />4 <br />
