16 Great Neck Road.North <br />Mashpee, .Massachusetts 02649 <br />gain. The Zoning Act does not allow us to unreasonably regulate solar energy facilities. People <br />generally have the right to a solar gain or access easement on their properties. The Dover Amendment <br />of the Massachusetts Zoning Act pretty closely regulates what is and is not permissible for access to <br />solar for solar energy systems, particularly in residential districts. Develop methods to upgrade the <br />energy efficiency of existing housing stock. We have adopted stretch code for substantial <br />improvements to existing homes. The methods required are those of the Massachusetts building code <br />for people to enhance the insulation in their homes but also refer them to the Mass Save program. It <br />appears he has not answered the question relative to working with state banking authorities to make <br />energy efficiency mortgages, he will need to follow up on that. <br />Mr. Fulone doesn't think they exist anymore. <br />Mr. Lehrer did note this is one particular element in consideration of current trends, priorities, as well as <br />what is commercially viable for renewable energy. These chapters are short. <br />Ms. Waygan called for Public Comment and recognized Lynne Barbee. <br />Lynne Barbee- She was looking at the Natural Resources piece on page 7, table 4-3, receiving waters <br />and impairments. It has both the Childs River and Redbrook River. She wants to know what it means <br />"unimpaired for some uses and not assessed for others". Her impression is Mashpee, Quashnet, and <br />Santuit are in a very different status than Redbrook, which was a bog and now they are restoring it. It is <br />not much now, and Childs River she is unsure they know of the status because it is on the edge of the <br />where they were planning to do solar. <br />Ms. Waygan stated it is from Mass GIS. You have all these rivers, five in total, in radically different <br />state, but all category two. <br />Ms. Faulkner asked if anyone knew what "unimpaired for some uses and not assessed for others" <br />means. She has seen some people fishing at the Mashpee River, but she wouldn't fish there. <br />Mr. Lehrer would have to reference the rated list of waters and Mass GIS. He will get back to the Board <br />with more information. <br />Ms. Waygan assumes such uses such as swimming, fishing, or drinking. We may want to throw in <br />some information to ensure everyone knows what that means. Mass GIS has a long list of what a <br />category two and the continuation of the table goes to category 4a and 5. <br />Municipal Buildings and Facilities <br />Mr. Lehrer stated the goals for Municipal Buildings and Facilities in 1998 was to ensure adequate <br />municipal facilities to meet community needs. To ensure that the location and construction of municipal <br />buildings facilities is consistent with Mashpee's other planning goals.
