16 Great Neck Road North <br />'Alashpee, Nassachusetts 02649 <br />Ms. Waygan asked if the bylaw has something about keeping topsoil in place. She recalls there being <br />something in the bylaw that prevents you from stripping the topsoil. <br />Mr. Lehrer is unsure if it is spelled out in the zoning bylaw, you are not supposed to manipulate the <br />grades prior to permitting. One thing where appeals held up, commercial property owners have gone <br />in and cleared the site and manipulated the grades, it removes the ability for the special permit <br />granting authority to set appropriate conditions in consideration of the natural condition of the site. The <br />Planning Board and ZBA should have the opportunity to see the natural topography of the site and <br />existing vegetation to set adequate conditions in consideration to the zoning. When you remove the <br />vegetation and manipulate topography prior to, you don't have the opportunity to set those conditions. <br />It could be spelled out more clearly for zoning. <br />Mr. Balzarini commented that the Planning Board doesn't look at single family homes. <br />Mr. Lehrer stated they get these calls all the time from commercial property owners asking if they can <br />clear the lot. The answer is no as there are zoning considerations where the Board would want a <br />condition for those requirements, and stripping land of natural features removes the ability to do that. <br />You can revegetate but it is not the same. <br />Ms. Waygan asked if Ms. Sweet wanted to add anything. <br />Ms. Sweet noted she is here to listen to comments to make sure everything is being captured to be <br />able to update the chapters. <br />Mr. Lehrer would like to reiterate that he would like to avoid redundancies. <br />Update on chapter assessments <br />Mr. Lehrer stated at the next meeting on July 20th they will have an assessment of the 1998 energy <br />chapter, municipal buildings, facilities and services, and solid and hazardous waste management. <br />There is potential for public safety, the Fire Chief and Police Chief have taken that on completely. Mr. <br />Beltran is helping conduct questionnaires and meetings with department heads. They are about done <br />collecting the data. He will prepare memos like he has done for previous chapters and will report to the <br />Board next meeting. <br />Draft Survey <br />Ms. Waygan noted the draft survey in the packet. It is in between an outline and a draft survey. She <br />looked at it a little bit and was hoping to spend more time on it at the next meeting. If members spent <br />time reading it and have comments to provide, she would like to hear feedback. <br />Mr. Lehrer stated it is in matrix format. <br />
